Chapter I
RESTRUCTURING OF THE ECONOMIC AND SOCIAL SECTORS OF THE UNITED NATIONS SYSTEM1
(Item 10 of the agenda for the second regular session of 1978)
 
1. The Council, in accordance with its decision 1978/71 of 4 August 1978, resumed consideration of the question of the restructuring of the economic and social sectors of the United Nations system at its 45th meeting, on 19 December 1978. It had before it a draft decision (E/1978/L.53) submitted by the Vice-President, Mr. Scheltema, on the basis of informal consultations; the draft decision read as follows:
"The Economic and Social Council decides: "(a)    To adopt a biennial programme of work as from 1 January 1979 and to request the Secretary-General, accordingly, to submit the draft programme of work for the Council on such a basis;
"(b) To recommend to the General Assembly that it decide that the report of the Council on the implementation of section IX of the annex to General Assembly resolution 32/197 of 20 December 1977 should be submitted to it at its thirty-fourth session."
2.    The Assistant Secretary-General, Office of Secretariat Services for Economic and Social Matters, made a statement.
3.    Statements were made by the representatives of the Union of Soviet Socialist Republics and the Federal Republic of Germany (see E/SR.1978/SR.45). For action by the Council, see paragraph 6 below.
4.    The Council also had before it the report of the Secretary-General on the restructuring of the economic and social sectors of the United Nations system (A/33/410 and Corr.1).

Republics and by the observer for Pakistan (see E/ 1978/SR.45). For action by the Council, see paragraphs 7 and 8 below.
ACTION BY THE COUNCIL

6. At the same meeting, the Council adopted draft decision E/1978/L.53. (For the final text, see Council
decision 1978/97.)
7. Also at that meeting, on the proposal of the President, the Council:
(a)    Decided that, since the non-availability of some of the required documentation had prevented it from carrying out a full examination of the issues covered in the report of the Secretary-General on the restructuring of the economic and social sectors of the United Nations system (A/33/410 and Corr.1) that report should be transmitted to the General Assembly at its current session;
(b)    Decided also to request the Secretary-General to submit the addendum to the report, dealing with the Office of the Director-General for Development and International Economic Co-operation, directly to the General Assembly at its current session for its consideration, expressing the hope that in the circumstances those important matters could be given full consideration by the General Assembly;
(c)    Decided further to consider at its organizational session for 1979 how best to carry out its important
responsibilities in those matters, taking into account any relevant action by the General Assembly (See Council
decision 1978/94.)    
8. The Council also decided to take note of the second report of the Administrative Committee on Co-ordination on the restructuring of its subsidiary machinery (E/1978/144), submitted in pursuance of paragraph 7 of General Assembly resolution 32/197 (See Council decision 1978/94.)
 
Chapter II
TRANSNATIONAL CORPORATIONS2

9.   The Council resumed consideration of agenda item 18 at its 45th meet ing, on 19 December 1978, having decided, by its decision 1978/76 of 4 August

1978, to consider at its resumed session the draft decision entitled "Establishment of an Ad Hoc Intergovernmental Working Group of Experts on International Standards of Accounting and Reporting", recommended for adoption by the Council in chapter I of the report of the Commission on Transnational Corporations on its fourth session.8
ACTION BY THE COUNCIL
10. At the same meeting, on the proposal of the President, the Council decided to consider at its organizational session for 1979 the draft decision recommended by the Commission on Transnational Corporations. (See Council decision 1978/95.)

Chapter III
INTERNATIONAL CO-OPERATION AND CO-ORDINATION WITHIN
THE UNITED NATIONS SYSTEM4

11. The Council resumed consideration of agenda item 22 at its 40th, 41st, 42nd and 44th meetings, on 30 October and 8 and 27 November 1978. It had beiore it the following documents:
(a) Report of the Committee for Programme and Co-ordination on the work of its eighteenth session;5
(b)    Annual report of the Administrative Committee on Co-ordination for 1977/78 (E/1978/43 and Add. 1 and 2);
(c)    Report of the Chairmen of the Committee for Programme and Co-ordination and of the Administrative Committee on Co-ordination on the Joint Meetings of the two Committees (E/1978/93);
(d)    Note by the Secretary-General on the application of computer science and technology to development, containing the report of the Director-General of the United Nations Educational, Scientific and Cultural Organization (UNESCO) on the results of the

ACTION BY THE COUNCIL
12.    At its 42nd meeting, on 8 November, the Council took note of the reports contained in documents E/1978/43 and Add.1 and 2 and E/1978/93. (See Council decision 1978/82.)
13.    At its 44th meeting, on 27 November, the Council, after hearing the statement by the representative of UNESCO, decided to consider, at its second regular session of 1979, the report of the Director-General of UNESCO on the results of the Intergovernmental Conference on Strategies and Policies for Informatics, annexed to document E/1978/143. (See Council decision 1978/81.) It also decided to consider, at its second regular session of 1979, the report containing the recommendations of the General Conference of UNESCO concerning the designation of an international year for science and technology for development, to be submitted to the General Assembly, through the Council, pursuant to Council resolution 2108 (LXIII) of 3 August 1977. (See Council decision 1978/90.)
 
Chapter IV
UNITED NATIONS CONFERENCE ON TECHNICAL CO-OPERATION AMONG DEVELOPING COUNTRIES
(Item 26 of the agenda for the second regular session of 1978)
14. The Council considered agenda item 26 at its 39th meeting, on 12 October 1978. It had before it a note by the Secretary-General (A/33/300) and part I of the report of the United Nations Conference on Technical Cooperation among Developing Countries, containing the conclusions and recommendations of the Conference (A/CONF.79/13).6 The Secretary-General of the Conference made an introductory statement.

15.    Statements were made by the representatives of Argentina, Uganda,
Mexico, Venezuela, Romania, the United States of America, Tunisia, the Federal
Republic of Germany, the United Arab Emirates, China, Somalia and Greece
(see E/1978/SR.39).
ACTION BY THE COUNCIL
16.    On the proposal of the President, the Council decided to take note
with appreciation of the, report of the United Nations Conference on Technical
Co-operation among Developing Countries and to transmit the report to the
General Assembly at its thirty-third session, together with the comments made
thereon, and urged all Governments, the entire United Nations development
system and the international community as a whole to take effective action for
the implementation of the decisions of the Conference. (See Council deci
sion 1978/78.)
Chapter V
PROPOSED MEDIUM-TERM PLAN FOR THE PERIOD 1980-1983 AND
PROGRAMMING PROCEDURES
(Item 27 of the agenda for the second regular session of 1978)
 
17.    The Council considered agenda item 27 at its
40th to 45th meetings, on 30 October, 8, 15 and
27 November and 19 December 1978. It had before
it the following documents:
(a)    Proposed Medium-term plan for the period 1980-1983 (A/33/67), in particular the chapters on programmes in the economic, social and human rights fields;
(b)    Report of the Committee for Programme and Co-ordination on the work of its eighteenth session;8
(c)    Report of the Joint Inspection Unit on evaluation in the United Nations system (E/6003) and the comments thereon of the Administrative Committee on Co-ordination (E/1978/12);
(d)    Report of the Joint Inspection Unit on programming and evaluation in the United Nations and comments thereon (E/1978/41 and Corr.2 and Add.1);
(e)    Report of the Joint Inspection Unit on the United Nations public administration and finance pro-gramme, 1972-1976, and comments thereon (E/1978/ 42 and Corr.1 and Add.1 and 2).
(f) Annual report of the Administrative Committee on Co-ordination for 1977/78, part three (E/1978/ 43/Add.2);

of the Director-General for Development and International Economic Co-operation made a statement on behalf of the Director-General (see E/1978/SR.42).
A. Report of the Committee for Programme and Coordination and medium-term plan for the period 1980-1983, chapters on the economic, social and human rights fields
19.    At its 42nd meeting, the Council considered the draft resolution on the Fifth Meeting of Experts in Public Administration and Finance recommended by the Committee for Programme and Co-ordination in paragraph 91 of its report.8 For action by the Council, see paragraph 25 below.
20.    At the same meeting, the Council had before it draft decision E/1978/L.52, submitted by the President on the basis of informal consultations held on the question. The draft decision read as follows:
"The Economic and Social Council:
"(a) Welcomes the report of the Committee for Programme and Co-ordination on the work of its eighteenth session;[8]
"(b) Expresses its regret that the text of the proposed medium-term plan for 1980-1983 (A/ 33/6) was submitted too late to permit its meaningful examination;
"(c) Takes note of the conclusions and recommendations of the Committee for Programme and Co-ordination,9 as well as the views expressed thereon in the Economic and Social Council (see E/1978/ SR.40-42);
"(d) Approves the decision of the Committee for Programme and Co-ordination to study in depth, at its next session, the process of medium-term. planning and preparation of programme budgets as a whole;
"(e) Decides to consider at one of its sessions in 1979 the medium-term plan for 1980-1983, with

a view to ensuring that the policies laid down by the General Assembly and the Economic and Social Council are fully reflected in the plan and to make the necessary recommendations to that end;
"(f) Notes with appreciation the progress achieved by the Committee for Programme and Co-ordination in implementing the relevant recommendations set forth in the annex to General Assembly resolution 32/197 of 20 December 1977 on the restructuring of the economic and social sectors of the United Nations system;
"(g) Draws the attention of the General Assembly to the progress report prepared by the Committee for Programme and Co-ordination[10] pursuant to paragraph 7 of resolution 32/197 and requests the General Assembly to take the necessary measures to enable the Committee for Programme and Co-ordination to discharge its increased responsibilities and, in particular, to carry out the work programme that it has decided upon for 1979."
21.    After an exchange of views in which the rep resentatives of Sweden, the United Kingdom of Great
Britain and Northern Ireland, Greece, Tunisia, America and the Union of Soviet Socialist Republics, as
well as the Chairman of the Committee for Programme and Co-ordination, took part, subparagraph (d) was
revised to read:
"(d) Approves the decision of the Committee for Programme and Co-ordination to study in depth, at its next session, the process of planning and programming".

22.    At the 44th meeting, on 27 November, the Assistant Secretary-General for Programme Planning and Co-ordination made a statement on the draft revision of subprogrammes 4 and 5 in chapter 27 (Social development and humanitarian affairs) of the medium-term plan for the period 1980-1983, contained in con-ference room paper No. 1.
23.    At its 45th meeting, on 19 December, the Council had before it draft decision E/1978/L.54, submitted by the Vice-President, Mr. Scheltema, on the basis of informal consultations held on the draft revision of subprogrammes 4 and 5 in chapter 27 of the medium-term plan for the period 1980-1983, referred to in paragraph 22 above. The draft decision read as follows:
"The Economic and Social Council decides:
"(a) To take note of the draft revision of sub-programmes 4 and 5 in chapter 27 of the proposed medium-term plan for the period 1980-83, contained in conference room paper No. 1;
"(b) To request the Secretary-General to issue in due course a revised version of chapter 27 as a whole, in the light of the discussions at the Council's resumed second regular session, 1978;
"(c) To continue its examination of the matters referred to in subparagraphs (a) and (b) above, in the context of the Council's consideration in 1979

of the medium-term plan for the period 1980-1983 in conformity with subparagraph (e) of its decision 1978/84."
24.    A statement was made by the representative of
Argentina (see E/1978/SR.42). For action by the
Council, see paragraph 29 below.
ACTION BY THE COUNCIL
25.    At its 42nd meeting, on 8 November, the Council, without prejudice to the streamlining of its subsidiary bodies pursuant to General Assembly resolution 32/197 of 20 December 1977 on the restruc-turing of the economic and social sectors of the United Nations, adopted the draft resolution on the Fifth Meeting of Experts in Public Administration and Finance, recommended by the Committee for Programme and Co-ordination in paragraph 91 of its report.8 (For the final text, see Council resolution 1978/75.)
26.    At the same meeting, the Council adopted draft decision E/1978/L.52, as orally revised. (For the final text, see Council decision 1978/84.)
27.    After the adoption of the draft decision, statements were made by the representatives of Tunisia, Malta, the Union of Soviet Socialist Republics and Jamaica (see E/1978/SR.42).
28.    At the same meeting, the Council took note of the reports of the Joint Inspection Unit contained in documents E/1978/41 and Corr.2 and Add.1, E/ 1978/42 and Corr.1 and Add.1 and 2, and E/6003 and E/1978/12. (See Council decision 1978/96.)
29.    At its 45th meeting, on 19 December, the Council adopted draft decision E/1978/L.54. (For the final text, see Council decision 1978/93.)

B. Report of the Administrative Committee on Co-ordination on measures for achieving better co-ordination between social and other development activities within the United Nations system
31.    At its 43rd and 44th meetings, on 15 and 27 November, the Council considered the report of the Administrative Committee on Co-ordination on measures for achieving better co-ordination between social and other development activities within the United Nations system (E/1978/102).
ACTION BY THE COUNCIL
32.    After an exchange of views in which the rep resentatives of Romania, the Union of Soviet Socialist
Republics, Poland, New Zealand, Finland, Hungary, the United States of America, the Federal Republic
of Germany, Sweden, Argentina, India, the Netherlands, Greece, Iran, Brazil, the United Kingdom of Great Britain and Northern Ireland and Jamaica took part, the Council, at its 44th meeting, on 27 November, decided:
(a)    To consider in depth at its first regular session of 1979 the report in document E/1978/102;
(b)    To consider, at its organizational session for 1979, the question of the ad hoc working group rec-ommended in Council resolution 2079 (LXII) of 13 May 1977. (See Council decision 1978/88.)

33. At its 44th meeting, on 27 November, the Council took note of the report of the Administrative Committee on Co-ordination on the expenditures of the United Nations system in relation to programmes (E/1978/105). (See Council decision 1978/89.)
 
Chapter VI WORLD CONFERENCE OF THE UNITED NATIONS DECADE FOR WOMEN, 1980
(Item 31 of the agenda for the second regular session of 1978)
 
34. The Council considered agenda item 31 at its 43rd meeting, on 15 November 1978. It had before it the following documents:
(a)    Report of the Secretary-General on the work of the Preparatory Committee for the World Conference of the United Nations Decade for Women at its first session (A/33/339 and Add.1);
(b)    Report of the Preparatory Committee for the World Conference of the United Nations Decade for Women on its first session (A/CONF.94/PC/4);
(c)    Report of the Secretary-General on the study of the interagency programme for the United Nations Decade for Women: equality, development and peace (E/1978/106), prepared pursuant to General Assembly resolution 32/138 of 16 December 1977;
(d)    Statement submitted by the International Alliance of Women, the International Council of Women
and the International Federation of Business and Professional Women (non-governmental organizations in
consultative status with the Councilócategory I); the Baha'i International Community, the Baptist World
Alliance, the Consultative Council of Jewish Organizations, the International Council of Social Democratic
Women, the International Council of Jewish Women, the International Federation of Women Lawyers, the
Pan-Pacific and South-East Asia Women's Association, the Women's International Zionist Org,' Nation, the
World's Young Women's Christian Temperance Union, the World Movement of Mothers, the World Union of
Catholic Women's Associations and Zonta International (non-governmental organizations in consultative status
with the Councilócategory II); and Altrusa International, Inc. and the Center of Concern (non-govern
mental organizations in consultative status with the Councilóon the Roster) (E/1978/NGO/14).
35. The Assistant Secretary-General lor Social Development and Humanitarian Affairs made an intro-ductory statement.
ACTION BY THE COUNCIL
36. At the same meeting, following an exchange of views in which the representatives of Japan, the Federal Republic of Germany, the Union of Soviet Socialist Republics, Greece, Poland, India, Jamaica, the United Kingdom of Great Britain and Northern Ireland, Yugoslavia, Iran, New Zealand, Uganda, the United States of America, Brazil, Mexico, Sweden, Cuba and Argentina took part, the Council decided:
(a)    To transmit to the General Assembly for its consideration the report of the Preparatory Committee for the World Conference of the United Nations Decade for Women, 1980, on its first session (A/ CONF.94/PC/4), the draft resolution referred to the General Assembly in that report (ibid., para. 18) and the report of the Secretary-General on the work of the-Preparatory Committee at its first session (A/33/339), together with comments made thereon in the Council (see E/1978/SR.43);
(b)    To review, at its organizational session for 1979, in the light of the provisional agenda for the Conference, the related programmes of work of the Council and the Commission on the Status of Women, with a view to making consequential modifications thereto and to the related documentation;
(c)    To authorize the Secretary-General to submit directly to the General Assembly the report requested by the Preparatory Committee on the programme of information activities for the Conference (A/33/339/ Add.1). (See Council decision 1978/85.)
37. The Council also decided to take note of the report of the Secretary-General on the study of the interagency programme for the integration of women in development (E/1978/106) and transmit it to the General Assembly at its thirty-third session, together with the comments made thereon in the Council. (See Council decision 1978/86.)
 
Chapter VII
WORLD CONFERENCE TO COMBAT RACISM AND RACIAL DISCRIMINATION
(Item 33 of the agenda of the second regular session of 1978)
38.    The Council considered agenda item 33 at its 43rd meeting, on 15 No
number 1978. It had before it the report of the Secretary-General on the work of
the World Conference to Combat Racism and Racial Discrimination (A/33/262).
ACTION BY THE COUNCIL
39.    At the same meeting, the Council decided to take note of the report
of the Secretary-General on the work of the World Conference to Combat Racism
and Racial Discrimination (A/33/262). (See Council decision 1978/87.)
Chapter VIII
NOMINATION OF MEMBERS OF THE WORLD FOOD COUNCIL
(Item 34 of the agenda for the second regular session of 1978)
 
40.    The Council considered agenda item 34 at its 42nd meeting, on 8 November 1978.
41.    The General Assembly, in paragraph 8 of its resolution 3348 (XXIX) of 17 December 1974, had decided that the World Food Council should consist of 36 members to be nominated by the Economic and Social Council and elected by the General Assembly for a term of three years, taking into consideration balanced geographical representation, with one third of the members retiring every year and the retiring members being eligible for re-election. The Council was required to nominate three African States, three Asian States, two Latin American States, one socialist State of .Eastern Europe and three Western European and other States.
ACTION BY THE COUNCIL
42. The Council decided to nominate the following 12 States for election by the General Assembly to membership in the World Food Council:
(a)    African States: Botswana, Ethiopia, and Liberia;
(b)    Asian States: India, Iraq and Thailand;
(c)    Latin American States: Colombia and Mexico;
(d)    Socialist States of Eastern Europe: Yugoslavia.
(e)    Western European and other States: Canada, United Kingdom of Great Britain and Northern Ireland and United States of America. (See Council decision 1978/83.)

Council resumed consideration of the question of the appointment of the special rapporteur called for in paragraph 8 of Council resolution 2063 (LXII). which had been deferred until the resumed session by Council decision 1978/75 of 4 August 1978. The Council had before it a note by the Secretary-General containing the exchange of correspondence between the President of the Council and the Director-General of UNESCO on consultations held pursuant to Council decision 1978/75 (E/1978/141), and a note by the Secretary-General (E/1978/113) containing biographical data on several candidates.

. 44. At the same meeting, on the proposal of the President of the Economic and Social Council following consultations in the Bureau, the Council decided to appoint Mrs. Esmeralda Arboleda de Guevas (Co-lombia) as the special rapporteur to be entrusted with preparing a study on the impact of the mass communication media on the changing role of men and women, as called for in paragraph 8 of Council resolution 2063 (LXII) of 12 May 1977. The Council also decided that the work of the special rapporteur should be carried out in full co-operation with UNESCO, and should take into account other activities in the field of information in the United Nations. B.    Changes in the calendar of conferences and meetings for 1979
45. At its 41st and 44th meetings, on 30 October and 27 November 1978, the Council considered the notes by the Secretary-General on changes in the
calendar of conferences and meetings for 1979 (E/ 1978/L.51 and E/1978/142) and decided:
(a)    That the Committee on an International Agreement on Illicit Payments would be convened at United Nations Headquarters from 29 January to 9 February 1979 and from 26 March to 6 April 1979;
(b)    That the Advisory Committee on the Application of Science and Technology to Development would hold its session at Geneva from 5 to 16 March 1979 (instead of from 22 January to 2 February);

(c)    That the regional group for Latin America of the Advisory Committee on the Application of Science and Technology to Development, scheduled to meet at Santiago for three days in 1979, would meet at Mexico City from 28 to 30 May 1979;
(d)    That the second session of the Preparatory Committee for the World Conference of the United Nations Decade for Women, 1980, would be held at United Nations Headquarters from 27 August to 7 September 1979 (instead of from 16 to 27 July). (See Council decision 1978/80.)
46.    At its 45th meeting, on 19 December, the Council decided that, in the event that the General Assembly should decide to resume its thirty-third session, the eighth session of the United Nations Group of Experts on Geographical Names would be convened at United Nations Headquarters from 26 February to 9 March 197S, instead of from 5 to 16 March 1979. C.    Nomination of members of the Committee
for Programme and Co-ordination
47.    By its decision 1978/40 of 11 May 1978, the Council had nominated the following seven Member States for election by the General Assembly at its thirty-third session, for a term of three years, beginning on 1 January 1979: Belgium, Denmark, Pakistan, Romania, Trinidad and Tobago, United Kingdom of Great Britain and Northern Ireland and Yugoslavia.
48.    At its 44th meeting, on 27 November 1978, the Council nominated Norway to replace Denmark, whose candidature had been withdrawn. (See Council decision 1978/92.)
D.    Election of members of the Statistical Com
mission and postponement of elections to
other bodies
49.    At its 44th meeting, on 27 November, the Council elected Egypt to fill a vacant seat allocated to African States for a term beginning on the date of election and expiring on 31 December 1981. (See Council decision 1978/91.)
50.    Since there were no candidates for the vacancies in the Commission for Social Development, the Committee on Non-governmental Organizations, the Committee on Science and Technology for Development, the Committee on Natural Resources, the Committee on Review and Appraisal, or the Commission on Transnational Corporations, the Council, at the same meeting, decided to postpone elections to those bodies to a later session. E. Appointment to fill a vacancy on the Advisory Committee on the Application of Science and Technology to Development
51.    At its 44th meeting, on 27 November, the Council had before it a note by the Secretary-General (E/1978/44) on the appointment to fill a vacancy in the Advisory Committee on the Application of Science and Technology to Development. At that meeting, the Council appointed Mr. F. G. Torto (Ghana) to fill the vacancy in the Committee, which had been created by the resignation of Dr. K. M. Sape, for a term beginning on the date of appointment and expiring on 31 December 1980. (See Council decision 1978/91.)
F. Election of members of the Committee on Candidatures for Election to the International Narcotics Control Board
52.    At its 45th meeting, on 19 December, the Council had before it document E/1978/145 regarding the election of members to the International Narcotics Control Board. At that meeting the Council set up a Committee on Candidatures to review candidatures submitted for election to vacancies that would occur on 1 March 1980 in the International Narcotics Control Board, for which the Council would hold elections at its first regular session of 1979. The following States were elected to the Committee:  Argen Tina, the Federal Republic of Germany, India, Japan,
Sweden, the United Kingdom of Great Britain and Northern Ireland and the United States of America.
