The General  Assembly,
Recalling the Declaration on the Protection of All Persons from Being Subjected to Torture and other Cruel Inhuman or Degrading Treatment, Which was adopted by the General Assembly in resolution 3452 (XXX) on 9 December 1975.
Noting General Assembly resolution 32/62 requesting the Commission on Human Rights to draw up a draft convention on torture and other cruel, inhuman or degrading treatment, in the light of the principles embodied in the Declaration,
Further noting General Assembly resolution 32/63 Which requests the Secretary-General to draw up and circulate among member States a questionnaire soliciting information concerning steps they have taken, including legislative and administrative measures. to put into practice the principle of the Declaration,
Noting also General Assembly resolution 32/64 by Which member States are called upon to reinforce their support to the Declaration by making unilateral declarations against torture and other cruel, inhuman or degrading treatment,
1     Takes  note of the progress report of the Human Rights Commission on the drafting of a convention on torture and other cruel, in human or degrading treatment;
2.  Welcomes ECOSOC decision no. 5 (first regular meeting 1976) by Which the ECOSOC- authorized the holding of a meeting of a Working group open to all members of the Commission on Human Rights for one Week immediately before the thirty-fifth session of the Commission with the task of preparing concrete drafting proposals for a convention on torture for the Commission on the basis of the relevant documents of the thirty-fourth session of the Commission and any coczacuta received from Government.

3-      Requests the Commission on Human Rights, at Its thirty-fifth session. to give High priority to the question of drafting a convention on torture;
b.      Takes note of the report of the Secretary-General on replies to the Questionnaire called for under resolution 32/63;
5.     Calls on member States, which have not yet done so to reply to the questionnaire called for under resolution 32/63;
6.    Requests the Secretary-General to submit at its thirty-fourth session further information provided in response to the questionnaire;
7.    Takes note also of the report of the Secretary-General on unilateral declarations, called for under resolution 32/64;
8.    Further calls on member States, Which have not yet done so, to deposit with the Secretary-General unilateral declarations. called for under resolution 32/64;
9.    Requests the Secretary-General to continue to inform the Assembly, in annual reports of such further unilateral declarations. Which night be deposited by member States;
10.    Decides to include in the provisional agenda of its thirty-fourth session the item entitled "Torture and other Cruel, inhuman or Degrading Treatment for the purpose of relieving the progress achieved under this item.
