1. The Commission on human Rights         resolution 1983/1 of 22 February
1983, inter-alie requested the Secretary-General to keep the Commission
informed every year of the operation of tha United Nations Voiuncary Fund for
Victims of Torture.For this purpose,the Secretary-Genenl ashesto draw
the attention ot the Commission to documaent A/38/221 conetinutiniag his report to
the General Asserroly on the United Nations Voluntary Funo for Victims of
Torture,which will non-goveranment to lge members of the commission at the
current session.The present note is intended to bring up to cate the
information con contained at its thirty eighty session adopted resolution 38/92 of
16 Dcember 1983 entitled "United Nation" Voluntary Fund for victims of
Torture".The text of that resolution is reproduced in the annex to this note.

2.    Since the report of the se?retary-General was issued 23 November 1983
further contributions to the Voluntary Fund have been received and the
Secretary-General has acted upon the recommenadtions for grafts made by the
Board of Trustees at its second session.As at 31 January 1984,the following
Governments had made or pledged contriutios to che Voluntary Fuid:

3.    The Lutheran World Federation,a non-governmental organization in
consultative status,has made a contribution of $US 1,000 and severed
individuals have made contributions totalling more than $US 200. In addition
$US 28,140 was carrie over from the Unaited Nations frust Funt for Chile and
$US 68,459 in interest has been earnes

United Nations Voluntary Fund for Victims of Torture

The General Assembly;

Recalling article 3 of thE Universal declaration of Human Rights, which
proclaing that no one shall be subjected to torture or to cruel,inhuman or
degading treatment or punishment,

Recalling also the Declaration on the Protection of All Persons from Being
Subjected to Torture and Other Cruel,Inhuman or Degrading Treatment or
Punishnent,

Recalling iurther its resolution 36/151 of 15 December 1981 in which it
noted with deep concern that acts of torture took place in vdtious countries,
recognized the neen to provide assistance to the victims of torture and
purely humaniratan splrit and estaolished the United Nations Voluntary Fund
for Victms ?f forture

Convinced that the struggle to             torture incluces provided
assistance in a humanitarian spirit to the victims and their family members,

1. Expresses its gratitude an         ?? those Governments and
individuals that have already contributed to the United Mations Voluntary Fund
for Victims of lorfure;

2. Calls upon all Governments organization and individuals on a
posetion to do so to respond favourably to requests lor contributions to the
Fund :

3. Expresses its appreciation to the noard of Trustees of the Fund for
the work caraied out;

4. Expresses its appreciation to the Secretary-General for the support
given to the board of trustees

5. Requests the secretary-General to have use of all
possioiLities to assist the Board of Trustees of the Fund,inter     through
the proparitior, production and dissemination of informastion meterals in its
efforts to male the Fund and its humanitarlan work better known and in its
appeal for contributions
