(A)      TORTURE AND OTHER CRUEL,  INHUMAN OR DEGRADING TREATMENT

Administrative and financial implications of the draft resolution  contained  in  document   E/CN.4/L.1590
Statement submitted by the Secretary-General  in accordance with rule- 28 of the rules of procedure of_the functional commissions of the Economic and Social Council
1.    Under the terms of paragraph  3 of the draft  resolution E/CN,4/L.1590 Commission would recommend that  the Economic and Social  Council   should Spot  resolution which would authorise a meeting of an open-ended working group  for a period of one week  orior   to the thirty-eighth session of the Commission on Human Rights to complete the work on a draft convention against   torture.
2.    For the purpose of determining the  Finencial  implications of the decision,
it has been noted that  the travel  expenses of the members concerned will  be covered under the normal   provision for the attendance of members of  the Commission. Conference servicing costs to be financed under Section 29 B, Conference Services Geneva,  calculated on a full-cost basis, would amount to 134,953 for 1982.
