DRAFT INTERNATIONAL COVENANTS ON HUMAN RIGHTS AND MEASURES OP IMPLEMENTATION
Union of Soviet Socialist Republics: Draft amendments to Article 21
1. Sub-paragraph (b): delete the word "minimum";
2. Sub-paragraph (b) (i): insert after the -words "for equal work" the following: "women being guaranteed conditions of work not inferior to those enjoyed by men, with equal pay for equal work";
3. Sub-paragraph (c): insert before the word "reasonable" the words "rest, leisure and".
4. Add to Article 21 the following:
"in particular, this right should he guaranteed by the State to all wage-earners., either by law or under collective agreements providing for appropriate material obligations on the part of employers."
