DRAFT INTERNATIONAL COVENANTS ON HUMAN RIGHTS AND MEASURES OF IMPLEMENTATION
Belgium: amendment to articles __28
Amend paragraphs 4, 5, 7, 3 and 9 as follows: Paragraph 4;
"4. That secondary education, In Its different forms, including technical and professional secondary education, shall be generally available and shall' be made accessible to all, in particular by being made progressively free;"
Paragraph 5:
"5. That higher education shall be made equally accessible to all on the basis of merit, in 'Particular by being made progressively free;"
Paragraph 7:
"7* That education shall encourage the full. development of the human personality, the sense of the dignity of the human person, respect for moral and spiritual values, including respect for human rights and ...;"
Paragraph 6;
"8. The obligations of the public authorities in each State to ensure a system of free and compulsory primary education shall not be deemed incompatible with, the liberty of parents to choose for their children schools other than those established by the public: authorities which conform to minimum standards laid down by the State;"
Paragraph 9:
"9. In the exercise of any functions which the State assumes in the field of education it shall respect the liberty of parents to ensure the education of their children in conformity with their own religious and philosophical convictions,"
