The  Commission on Hunan Rights
Recommends to the Economic and Social Council the adoption of the  following draft resolution:
The  Economic   and   Social   Council
Recalling   the   Declaration  on  the   Protection of  Ali   Persona   from Being  Subjected to Torture  and  Other Cruel,   Inhuman  or Degrading Treatment   or Punishment    of   1975. and  Economic and   Social   Council   resolution 199;  F   (LA)   of  12 May  1976,   calling  upon all   governments  fully   to  observe  and   implement   the  Declaration,
Recalling also  General   Assembly   resolutions   3454   (XXX)   of  9  December  1975  in which   the  Assembly   requested   the  Commission  to   study   inter alia   the   formulation of a body of principles for the protection of all  persons under any form of detention or  imprisonment,   and   31/85  of   13  December  1976,  or  which   it   requested   the  Commission to  submit  a  comprehensive   report   on  the  elaboration  of   the   and   body  of  principles to  the  General  Assembly at   its   thirty-third   session,
Bearing  in  mind   Commission  on Human  right  resolution 10   (XXXII)   in which the Commission invited the Sub-Commission on Prevention of Discrimination and Protection of Minorities to draw up a draft body of principles,

Mindful of Commission Human Rights resolution 8 (XXXIII) of 4 March 1977  in  Which the Commission re-aerated the Sub-commission to present to it at its thirty-fourth session a comprehensive report on the elaboration of  the  said  body  of  principles,
Noting that the Sub-Commission at its thirtieth session discussed a draft body of  principles prepared  by Mr.   Eric Nettle   (E/CN.4/Sub. 2/395)  and   by  its resolution 8 (XXX) of 30 August 1977 recommended the Commission on Hunan Rights  request   the Economic  and   Social   Council   to  authorize   the   Chairman of the Sub-commission to appoint a working group of five of its members to meet for  not   more   than five working days  prior  to  the   thirty-first   session of   the Sub-Commission to prepare a revised draft body of principles for consideration at  its  thirty-first   session,
1.    Authorizes   the  Chairman of   the   Sub-Commission  to  appoint  a working group  of  five  deniers   to meet   for   not  more  than  five  working days prior to   the  thirty-first   session  of   the   Sub-Commission  for   the  said purpose
2.     Requests  the  Sub-commission  to   submit  to   the  commission at   its thirty-fifth  session a  comprehensive   report  with a draft   body  of principles  for   the  protection of all   persona  under  any   fore of detention or  imprisonment.
