The Secretary-General has received the following communication, which is circulated in accordance with Economic and Social Council resolution 1296 (XLIV).

Convention Against Torture
THE TWENTY- SEVENTH PICNARY ASSEMBLY OF WFUNA,
RECALLING WFUNA's long-standing commitment to the international campaign for the abolition of torture,
REQUESTS the Secretary-General of WFUNA and UNA s to support efforts in the United Nations Commission on Human Rights to elaborate an effective convention against torture and other cruel, inhuman and degrading treatment or punishment, including in particular the following- principles:
(i) the obligation of all countries to try and extradite persona in respect of whom there is a prima facie case of having perpetrated acts of torture anywhere;
(ii) the obligation not to expel or extradite persons to countries where they risk being subjected to torture or cruel, inhuman and degrading treatment or punishment; and
(iii) the provision of an effective mechanism for monitoring conditions of
detention so as to avoid acts of torture or cruel, inhuman and degrading treatment or punishment,
