E. Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples the specialized agencies and the international institutions associated with the United Nations 72. The Council considered the question of the implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples by the specialized agencies and the international institutions associated with the United Nations at Its second regular session of 1985 (agenda item 21). At its 28th plenary meeting, c 3 July 1985, the Council allocated the item to the Third (Programme and Co-ordination) Committee, which considered it at its 2nd to 4th, 6th, 7th, and 9th to 11th meetings, from 5 to 12 July 1985. The Council had before it the following documents: (a) Report of the Secretary-General on the implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples by the specialized agencies and the international institutions associated with the United Nations (A/40/318); (b) Report of the Secretary-General on assistance to the Palestinian people (A/40/353-E/19P5/115 and Corr.l; E/1985/L.45 9/); (c) Report of the Secretary-General on economic development projects in the occupied Palestinian territories (A/40/367-E/1985/116); (d) Report of the President of the Council on consultations held with the Chairman of the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples and with the Chairman of the Special Committee against Apartheid (E/1985/114); (e) Letter dated 26 July 1985 from the Permanent Representative of Senegal to the United Nations Office at Geneva addressed to the President of the Economic and Social Council (E/1985/160). 73. An oral report on the meeting of the relevant programmes, organizations, agencies, funds and organs of the United Nations system on the coordinated programme of economic and social assistance to the Palestinian people was made by the Chairman of that meeting at the 6th meeting of the Third (Programme and Co-ordination) Committee. ACTION TAKEN BY THE THIRD (PROGRAMME AND CO-ORDINATION) COMMITTEE 74. At its 2nd to 4th and 6th meetings, on 5, 8 and 9 July, the Committee held a general discussion on the item. At its 2nd and 3rd meetings, on 5 and 8 July, it heard introductory statements by the Chairman of the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples and the Vice-Chairman of the Special Committee against Apartheid. 9/ Subsequently issued as A/40/353/Add.1-E/1985/115/Add.1. 75. At the 2nd meeting, statements were made by the representatives of Bulgaria (on behalf also of the Byelorussian Soviet Socialist Republic, Czechoslovakia, the German Democratic Republic, Hungary, Mongolia, Poland, the Ukrainian Soviet Socialist Republic and the Union of Soviet Socialist Republics), Senegal, the German Democratic Republic and Bangladesh. 76. At the 3rd meeting, statements were made by the representatives of the Union of Soviet Socialist Republics, China, Morocco, Indonesia, Yugoslavia, Thailand and India, and the observers for Czechoslovakia and Ethiopia. 77. At the 4th meeting, on 8 July, statements were made by the representatives of Argentina, Mexico, Algeria and Poland, and the observers for the Syrian Arab Republic and Israel. The representative of the United Nations Development Programme also made a statement. 78. At the 6th meeting, on 9 July, statements were made by the representative of Bangladesh and the observer for Pakistan. The observers for the Palestine Liberation Organization and the League or Arab States also made statements. Assistance to the Palestinian people 79. At the 7th meeting, on 10 July, the representative of Algeria, on behalf of Algeria, Bangladesh, India, Indonesia, Pakistan, 2/ Saudi Arabia and Yugoslavia, introduced a draft resolution £ titled "Assistance to the Palestinian people" (E/1985/C.3/L.2) . Subsequently, China, the Libyan Arab Jamahiriya, 2/ Malaysia, Morocco, Somalia, Sri Lanka and the Syrian Arab Republic 2/ joined in sponsoring the draft resolution. 80. At its 10th meeting, on 12 July, the Committee adopted the draft resolution by a roll-call vote of 43 to 1 and submitted it to the Council (E/1985/138, para. 32, draft resolution I). Before the draft resolution was adopted, statements were made by the representatives of Saudi Arabia and Algeria, and the observers for Israel and the Libyan Arab Jamahiriya. The observer for Egypt, on behalf of the States Members of the United Nations which are members of the Group of 77, made a statement in which he said that the draft resolution was endorsed by the Grout of 77. A statement was also made by the observer for the Palest!/"1' iteration organization. After the draft resolution was adopted, the representative of the United States of America made a statement. 82. At the 11th meeting, on 12 July, a statement concerning the draft resolution was made by the representative of Luxembourg, on behalf of the States Members of the United Nations which are members of the European Economic Community. Economic development projects in the occupied Palestinian territories 83. At the 7th meeting, the representative of Bangladesh, on behalf of Algeria, Bangladesh, Djibouti, India, Pakistan, 2/ Saudi Arabia and Yugoslavia, introduced a draft resolution entitled "Economic development projects in the occupied Palestinian territories" (E/1985/C.3/L.3). Subsequently, Morocco, Somalia and the Syrian Arab Republic 2/ joined in sponsoring the craft resolution. 84. At the 10th meeting, the representative of Bangladesh orally revised the draft resolution as follows; (a) In the worth preambular paragraph, the words "with regret" were deleted after the word "Noting (b) In operative paragraph 5, the word "early" was ousted before the word "establishment", 85. At the same meeting, the Committee adopted the draft resolution, as orally revised, by a roll-call vote of 40 to 1, with 4 abstentions, and submitted it to the Council (E/1985/138, para. 32, draft resolution II). Before the draft resolution was adopted, statements were made by the representatives of Saudi Arabia, the United States of America and Algeria and the observer tor Israel. The observer tor Egypt, on behalf of the States Members of the United Nations which are members of the Group of 77, made a statement in which he said that the draft resolution was endorsed by the Group of 77. A statement was also made by the observer tor the Palestine Liberation Organization. After the draft resolution wan adopted, the representative of the United States of America made a statement. 87. At the 11th meeting, statements concerning the craft resolution were made by the representatives of Luxembourg (on behalf of the States Members of the United Nations which are members of the European Economic Community) and Sweden (on behalf also of Finland and Iceland). Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples by the specialized agencies and the international Institutions associated with the United Nations 88. At the 7th meeting, the representative of Bangladesh, on behalf of Algeria, Bangladesh, China, Haiti, India, Indonesia, Lebanon, Nigeria, Sierra Leone, Somalia, Sri Lanka, Thailand and Yugoslavia, introduced a draft resolution entitled "Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples by the specialized agencies and the international institutions associated with the United Nations* (E/1985/C.3/L.1), Subsequently, Ghana 2/ and Malaysia joined in sponsoring the draft resolution. In introducing the draft resolution, the representative of Bangladesh orally revised it as follows; (a) A new eighth preambular paragraph was inserted which read: "Recalling Security Council resolution 566 (1985), in which the Council, inter alia, condemned the racist regime of South Africa for its installation of a so-called interim Government in Namibia and declared that action to be illegal and null and void"; (b) In operative paragraph 8, the words "declares null and void" were replaced by the words "declares illegal and null and void". 89. At its 10th meeting, the Committee had before it a revised text of the draft resolution (E/1985/C.3/L.1/Rev.1) submitted by the sponsors, now joined by Ethiopia 2/ and the Syrian Arab Republic, 2/ by which, in addition to the revisions set out above, the words "Acting in the year that marks" in the first preambular paragraph were replaced by the words "Bearing in mind that 1985 marks". 90. At the same meeting, the representative of the Union of Soviet Socialist Republics orally proposed that a new fifth preambular paragraph should be inserted, reading: "Convinced that the continued existence of colonialism prevents the development of international economic co-operation, impedes the social, cultural and economic development of dependent peoples and militates against the United Nations ideal of universal peace". 91. Following a statement made by the representative of Bangladesh, the representative of the Union of Soviet Socialist Republics withdrew his proposal. 92. Also, at its 10th meeting, the Committee held separate votes on the seventh and thirteenth preambular paragraphs and operative paragraphs 3, 6, 7 and 9 of the revised draft resolution (E/1985/C.3/L.1/Rev.1). 93. The Committee adopted the seventh preambular paragraph by 36 votes to 2, with 7 abstentions. 94. The Committee adopted the thirteenth preambular paragraph by a roll-call vote of 32 to 2, with 11 abstentions, The voting was as follows: In favour: Algeria, Argentina, Bangladesh, Brazil, Bulgaria, China, Colombia, Djibouti, Ecuador, German Democratic Republic, Haiti, India, Indonesia, Lebanon, Malaysia, Mexico, Morocco, Nigeria, Poland, Romania, Saudi Arabia, Senegal, Sierra Leone, Somalia, Sri Lanka, Suriname, Thailand, Turkey, Union of Soviet Socialist Republics, Venezuela, Yugoslavia, Zimbabwe. The Committee adopted operative paragraph 3 by 36 votes to 2, with 7 abstentions. 96. The Committee adopted operative paragraph 6 by 36 votes to 2, with 7 abstentions. 97. The Committee adopted operative paragraph 7 by 36 votes to 2, with 7 abstentions. 98. The Committee adopted operative paragraph 9 by a roll-call vote of 32 to 3, with 10 abstentions. The Committee then adopted the revised draft resolution, as a whole, by 36 votes to 1, with 8 abstentions, and submitted it to the Council (E/1985/138, para. 32, draft resolution III). Before the draft resolution was adopted, statements were made by the representatives of the Union of Soviet Socialist Republic, the United Kingdom of Great Britain and Northern Ireland and the United States of America. After it was adopted, a statement was made by the representative of the United States of America. 101. At the 11th meeting, statements concerning the revised draft resolution were made by the representatives of Luxembourg (on behalf of the States members of the Economic and Social Council which are members of the European Economic Community), New Zealand, Spain, the United Kingdom of Great Britain and Northern Ireland and Zimbabwe. Report of the Secretary-General on economic development projects in the occupied Palestinian territories 102. At its 11th meeting, on the proposal of the Chairman, the Committee decided to recommend the Council to take note of the report of the Secretary-General on economic development projects in the occupied Palestinian territories (A/40/367-E/1985/116). The recommendation was submitted to the Council (E/1985/138, para. 33}. For action by the Council, see paragraph 120 below. ACTION TAKEN BY THE COUNCIL 103. At its 52nd meeting, on 25 and 26 July, the Council considered the draft resolutions and draft decision recommended by the Third (Programme and Co-ordination) Committee in its report (E/1985/138, paras. 32 and 33). 104. At its 52nd meeting, on 25 July, the Council adopted draft resolution I, entitled "Assistance to the Palestinian people", by a roll-call vote of 44 to 1. At its 52nd meeting, on 26 July, the Council took action on draft resolution III, entitled "Implementation of the Declaration on the Granting of Independence to Council Countries and Peoples by the specialized agencies and the international institutions associated with the United Nations". 109. Before action was taken on the draft resolution, the representatives of the United Kingdom of Great Britain and Northern Ireland and Zimbabwe made statements (see E/1985/SR.52). 110. The Council held separate votes on the seventh and thirteenth preambular paragraphs and operative paragraphs 3, 6, 7 and 9 of draft resolution III. 111. The seventh preambular paragraph was adopted by 31 votes to 2, with 8 abstentions. 112. The Council adopted the thirteenth preambular paragraph by a roll-call vote of 31 to 2, with 12 abstentions. Statements were also made concerning the draft resolution by the representatives of Senegal, Bulgaria (on behalf also of the Byelorussian Soviet Socialist Republic, Czechoslovakia, the German Democratic Republic, Hungary, Mongolia, Poland, the Ukrainian Soviet Socialist Republic and the Union of Soviet Socialist Republics), Luxembourg (on behalf also of France, the Federal Republic of Germany, the Netherlands and the United Kingdom of Great Britain and Northern Ireland), Canada, Spain, Nigeria and the United states of America (see E/1985/SR.52). 13/ The delegations of Haiti and Venezuela subsequently indicated that, had they been present during the voting, they would have voted in favour of the draft resolution. 120. The Council adopted the draft decision entitled "Report of the Secretary-General on economic development projects in the occupied Palestinian territories". The Council considered the question of the calendar of conferences and meetings for 1986 and 1987 at its second regular session of 1985 (agenda item 23). At its 28th plenary meeting, on 3 July 1985, the Council allocated the item to the Third (Programme and Co-ordination) Committee, which considered it at its 18th to 20th meetings, on 18 and 19 July 1985. The Council had before it the following documents; (a) Note by the Secretariat containing the provisional calendar of conferences and meetings for 1986 and 1987 (E/1985/L.35 and Corr.l); (b) Note by the Secretariat on the calendar of conferences and meetings for 1986 and 1987 (E/1985/L.37); (c) Note by the Secretariat on summary records for subsidiary bodies of the Council (E/1985/L.40). ACTION TAKEN BY THE THIRD (PROGRAMME AMD CO-ORDINATION) COMMITTEE Summary records of sessional committees and subsidiary bodies of the Economic and Social Council 122. At its 18th meeting, on 18 July, on the proposal of the Chairman, the Committee decided to recommend to the Council the discontinuance, for a further two years, from 1986, of the provision of summary records for its sessional committees (First (Economic) Committee, Second (Social) Committee and Third (Programme and Co-ordination) Committee and for the following subsidiary bodies: Commission for Social Development; Commission on the Status of Women; Commission on Narcotic Drugs; Economic Commission for Europe; Economic and Social Commission for Asia and the Pacific; Economic Commission for Latin America and the Caribbean; Economic Commission for Africa; Committee on Non-Governmental Organizations; Committee on Natural Resources; Committee for Programme and Co-ordination; Commission on Transnational Corporations. The recommendation was submitted to the Council (E/1985/144, para. 11, draft decision I). For action by the Council, see paragraph 132 below. Ninth special session of the Commission on Narcotic Drugs 123. At its 20th meeting, on 19 July, the Committee adopted a draft resolution entitled "Special session of the Commission on Narcotic Drugs" (E/1985/L.37, annex I), which had been recommended for adoption by the Council at the first regular session of 1985 by the Second (Social) Committee and subsequently deferred by the Council to its second regular session. The draft resolution was submitted to the Council (E/1985/144, para. 10). For action by the Council, see paragraph 131 below, 124. Before the draft resolution was adopted, the representative of the Union of Soviet Socialist Republics made a statement. The Secretary of the Council also made a statement. Provisional agenda and documentation for the ninth special session of the Commission on Narcotic Drugs 125. At its 20th meeting, the Committee adopted a draft decision entitled "Provisional agenda and documentation for the ninth special session of the Commission on Narcotic Drugs" (E/198S/L.37, annex II), which had been recommended for adoption by the Council at the first regular session of 1985 by the Commission on Narcotic Drugs and subsequently deferred by the Council to its second regular session. The draft decision was submitted to the Council (E/1985/144, para. 11# draft decision II). For action by the Council, see paragraph 133 below. Calendar of conferences and meetings for 1986 and 1987 126. At its 18th to 20th meetings, the Committee considered the provisional calendar of conferences and meetings for 1986 and 1987 (E/1985/L.35 and Corr.l, annex). 127. At the 18th meeting, the Secretary of the Council made an introductory statement. 128. Statements were made by the representatives of the Union of Soviet Socialist Republics, the United States of America, France and the Netherlands, and the observer for Pakistan. 129. At its 20th meeting, the Committee approved the provisional calendar of conferences and meetings for 1986 and 1987, as orally revised during the discussion, with the exception of entries 44, 45, 51 and 111 (see E/1985/144, annex), 14/ which were to be taken up directly in plenary meeting in the light of 14/ Entries 45, 46, 51 and 6 in annex III to the present report. the recommendations to be made by the First (Economic) Committee, and submitted it to the Council (E/1985/144, para. 11, draft decision III). Before the adoption of draft decision III, entitled "Calendar of conferences and meetings for 1986 and 1987", the Secretary of the Council orally corrected the provisional calendar of conferences and meetings for 1986 and 1987 contained in the annex to the report of the Third (Programme and Co-ordination) Committee (E/1985/144) (see E/1985/SR.52). 135. Entries 44, 45, 51 and 111 were approved in the light of the recommendations of the First (Economic) Committee regarding the sessions of the Economic Commission for Africa and the Economic Commission for Latin America and the Caribbean (see chap. IV above, sect. G) and the reconvened special session of the Commission on Transnational Corporations (ibid., sect. F). 136. The Council then adopted draft decision III. Chapter VII QUESTION CONSIDERED BY THE SESSIONAL WORKING GROUP OF GOVERNMENTAL EXPERTS ON THE IMPLEMENTATION OF THE INTERNATIONAL COVENANT ON ECONOMIC, SOCIAL AND CULTURAL RIGHTS 1. The Council considered the question of the implementation of the International Covenant on Economic, Social and Cultural Rights at its first regular session of 1985 (agenda item 3). At its organizational session for 1985, the Council allocated agenda item 3 to the Sessional Working Group of Governmental Experts on the Implementation of the International Covenant on Economic, Social and Cultural Rights, which had been established by the Council in resolutions 1988 (LX) of 11 May 1976 and 1982/33 of 6 May 1982 and decisions 1978/10 of 3 May 1978 and 1981/102 of 6 February 1981. 4. The membership of the Group of Experts in 1985 was as follows: Bulgaria, Denmark, Ecuador, France. German Democratic Republic, Japan, Kenya, Mexico, Peru, Senegal, Spain, Tunisia and the Union of Soviet Socialist Republics. 28 5. The Group of Experts held 25 meetings, from 22 April to 9 May 1985. A number of informal consultations and one informal meeting were also held during the session. ACTION TAKEN BY THE GROUP OF EXPERTS Provisional agenda for 1986 of the Sessional working Group of Governmental Experts on the Implementation of the International Covenant on Economic, Social and Cultural Rights Bureau for 1986 of the Sessional Working Group of Governmental Experts on the Implementation of the International Covenant on Economic, Social and Cultural Rights 6. At its 25th meeting, on 9 May, the Group of Experts adopted its report to the Economic and Social Council on the work carried out during the session (E/1985/18) and recommended two draft decisions for adoption by the Council (E/1985/18, para. 43), one entitled "Provisional agenda for 1986 of the Sessional Working Group of Governmental Experts on the Implementation of the International Covenant on Economic, Social and Cultural Rights" (draft decision I) and the other entitled "Bureau for 1986 of the Sessional Working Group of Governmental Experts on the Implementation of the International Covenant on Economic, Social and Cultural Rights" (draft decision II). For action by the Council, see paragraphs 7 to 17 below. ACTION TAKEN BY THE COUNCIL 7. The Council considered the item at its 18th and 20th to 22nd meetings, from 22 to 24 May and on 28 May 1985. During the general discussion of the item, the Council heard statements by the representatives of Canada, Ecuador, France, the German Democratic Republic, the Federal Republic of Germany, Japan, Mexico, the Netherlands, Senegal, Spain and the Union of Soviet Socialist Republics, and the observers for Australia, Denmark and Italy (sec E/1985/SR.18 and 20). 9. At its 22nd meeting, on 28 May, the Council adopted draft decision I, entitled "Provisional agenda for 1986 of the Sessional working Group of Governmental Experts on Implementation of the International Covenant on Economic, Social and Cultural Rights", recommended by the Group of Experts in its report (E/1985/18, para. 43). At the same meeting, the Council adopted draft decision II, entitled "Bureau for 1986 of the Sessional Working Group of Governmental Experts on the Implementation of the International Covenant on Economic, Social and Cultural Rights", recommended by the Group of Experts in its report (E/1985/18, para. 43). Review of the composition, organization and administrative arrangements of the Sessional Working Group of Governmental Experts on the Implementation of the International Covenant on Economic, Social and Cultural Rights 11. At the 21st meeting on 24 May, the representative of the Netherlands, on behalf of Australia, 1/ Bolivia, 1/ Bulgaria, Colombia, Costa Rica, Denmark, 1/ France, the Gambia, 1/ the German Democratic Republic, the Federal Republic of Germany, Guinea, Italy, 1/ Luxembourg, Mongolia, 1/ Morocco, the Netherlands, Nicaragua, 1/ Norway, 1/ Senegal, Sierra Leone, Spain, Sweden, Uruguay 1/ and Venezuela, introduced a draft resolution entitled "Review or the composition, organization and administrative arrangements of the Sessional working Group of Governmental Experts on the Implementation of the International Covenant on Economic, Social and Cultural Rights" (E/1985/L.29). 12. At the 22nd meeting on 28 May, the Council had before it a statement of the programme budget implications of the draft resolution, submitted by the Secretary-General in accordance with rule 31 of the rules of procedure of the Economic and Social Council (E/1985/L.31). 13. At the same meeting, the representative of the Netherlands, on behalf of the sponsors, orally revised subparagraph ft) of the draft resolution by adding the words "of a general nature" after the words "suggestions and recommendations". 14. At the same meeting, after hearing a statement by the representative of the Union of Soviet Socialist Republics, the Council adopted the draft resolution, as orally revised, by a recorded vote of 43 to 1, with 4 abstentions. At its 7th meeting, on 7 May, the Council postponed until its second regular session of 1985 the election of members of the Intergovernmental Working Group of Experts on International Standards of Accounting and Reporting. 10. At its 24th meeting, on 30 May, the Council held elections to fill vacancies in four of its functional commissions: Statistical Commission, Population Commission, Commission on Human Rights and Commission on Narcotic Drugs. It also held elections to fill vacancies in the following bodies: Commission on Human Settlements, Commission on Transnational Corporations, Committee on Crime Prevention and Control, Committee on Food Aid Policies and Programmes, Executive Board of the united Nations Children's Fund, Governing Council of the United Nations Development Programme, Sessional Working Group of Governmental Experts on the Implementation of the International Covenant on Economic, Social and Cultural Rights and Committee for the United Nations Population Award. 11. At its 24th and 25th meetings, on 30 May, the Council appointed members of the Board of Trustees of the International Research and Training Institute for the Advancement of Women. 12. At its 24th meeting, the Council nominated Member States for election by the General Assembly to the Committee for Programme and Co-ordination and the World Food Council. 14. At the same meeting, the Council confuted the nomination by the Commission for Social Development of members of the Board of the United Nations Research Institute for Social Development and also nominated and confirmed two members of the Board {see chap. V, para. 120, above). CONSIDERATION AT THE SECOND REGULAR SESSION OF 1985 Elections 15. At its second regular session of 1985, the Council took action on elections to subsidiary bodies of the Council postponed from its first regular session (agenda item 24). At its 52nd meeting, on 26 July, the Council elected Cyprus, the Federal Republic of Germany, India, Italy, Japan, Nigeria, the United Kingdom of Great Britain and Northern Ireland and the United States of America to the Intergovernmental Working Group of Experts on International Standards of Accounting and Reporting; elections to fill the remaining vacancies in the Group of Experts were postponed until a future session. At the same meeting, the Council postponed until a future session elections to fill vacancies in the Commission for Social Development, the Commission on Human Settlements, the Committee on Natural Resources, the Commission on Transnational Corporations and the Sessional Working Group of Governmental Experts on the Implementation of the international Covenant on Economic, Social and Cultural Rights. Chapter IX ORGANIZATIONAL AND OTHER MATTERS 1. The Council held its organizational session for 1985 at United Nations Headquarters from 5 to 8 February and on 22 March 1985 (lst-6th meetings), its first regular session of 1985 at United Nations Headquarters from 7 to 31 May and on 20 June (7th-27th meetings), and its second regular session of 1985 at the United Nations Office at Geneva from 3 to 26 July (28th-52nd meetings). A. Bureau of the Council 2. At its 1st meeting, on 5 February, on the nomination of the representative of Malaysia (on behalf of the Asian States), the Council elected, by acclamation, Mr. Tomohiko Kobayashi (Japan) President of the Council for 1985. The Council also elected, by acclamation, Mr. Ivan Garvalov (Bulgaria), Mr. Henri A. M. Guda (Suriname), Mr. Rabah Hadid (Algeria) and Mr. Krister Kumlin (Sweden), Vice-Presidents of the Council. 3. At its 3rd meeting, on 6 February, on the proposal of the President, the Council agreed that Mr. Rabah Hadid (Algeria) would serve as Chairman of the First (Economic) Committee, Mr. Ivan Garvalov (Bulgaria) as Chairman of the Second (Social) Committee and Mr. Henri A. M. Guda (Suriname) as Chairman of the Third (Programme and Co-ordination) Committee. It agreed that Mr. Krister Kumlin (Sweden) would perform other functions as required by the Council and would co-ordinate informal consultations. 4. The First (Economic) Committee, at its 1st meeting, on 8 May, and at its 10th meeting, on 4 July, elected, by acclamation, Mr. Pekka Juhani Huhtaniemi (Finland) and Miss Nandini Ranasinghe (Sri Lanka) Vice-Chairmen of the Committee. 5. At its 1st meeting, the Council had before it the annotated provisional agenda for its organizational session for 1985 (E/1985/2). The Council considered its basic programme of work for 1985 and 1986 at its 1st to 3rd and 5th meetings, on 5, 6 and 8 February. At the 1st meeting, the Director-General for Development and International Economic Co-operation made a statement on the basic programme of work of the Council and on the other items of the agenda of the organizational session for 1985. 11. At the same meeting, the Secretary of the Council introduced the draft basic programme of work of the Council for 1985-1986 (E/1985/1 and Add.1). 12. At the same meeting, the representative of the Union of Soviet Socialist Republics made a statement. 13. Statements relating to the basic programme of work were made, at the 2nd meeting, by the representatives of Senegal, Bangladesh, Algeria, Morocco, Sri Lanka, the Netherlands, Argentina and Canada and, at the 3rd meeting, by the observer for Italy (on behalf of the States Members of the United Nations which are members of the European Economic Community). 14. Statements in connection with the selection of priority issues for consideration by the Council (see Council resolution 1982/50, para. 1 (a)) were made, at the 2nd meeting, by the representatives of the United States of America, For the agenda as adopted, see annex I to the present report. Japan, Rwanda, Mexico, Canada, China, Sweden, India, the Union of Soviet Socialist Republics and Argentina, and the observers for Italy (on behalf of the States Members of the United Nations which are members of the European Economic Community), Pakistan and the Sudan. 15. At its 5th meeting, the Council had before it a draft decision (E/1985/L.19) submitted by the President, on behalf of the Bureau of the Council, on the basis of informal consultations held on the draft basic programme of work. 16. At the same meeting, the Secretary of the Council read out revisions to the draft decision, which had been agreed upon during further informal consultations and which related to the provisional agenda for the first and second regular sessions of 1985. 17. Also at the same meeting, the Council adopted draft decision E/1985/L.19, as revised, whereby it adopted its programme of work for 1985 and took note of the list of questions for inclusion in its programme of work for 1986. In adopting the draft decision, the Council also decided: (a) To consider the report of the Council of the United Nations University on a biennial basis in even years, starting in 1986; (b) To review at its organizational session for 1986, in the light of General Assembly resolution 39/217, the periodicity of the annual reports submitted by the Secretariat to the General Assembly through the Council, other than those referred to in paragraph 45 (e) below; (c) To request the Secretary-General, in his reports to be submitted to the General Assembly through the Council, to draw attention to matters which require action by the Council, particularly in the field of co-ordination of questions in the United Nations system; (d) To direct all its subsidiary bodies to take into consideration and, as required, to act upon the relevant resolutions and decisions adopted by the General Assembly at its thirty-ninth session. 19. After the adoption of the draft decision, statements were made by the representatives of Costa Rica, Bangladesh, the Union of Soviet Socialist Republics and Canada and the observer for Italy (on behalf of the States Members of the United Nations which are members of the European Economic Community). Agenda of the first regular session of 1985* 20. The Council considered the provisional agenda for its first regular session of 1985 at its organizational session, in the context of its consideration of the basic programme of work for 1985 and 1986. The Council had For the agenda as adopted, see annex I to the present report. before it a letter dated 26 December 1984 from the Alternate Permanent Representative of Costa Rica to the United Nations addressed to the Secretary-General (E/1985/14), containing a request for the inclusion of a supplementary item, entitled "University for Peace", in the provisional agenda for the first regular session of 1985 of the Council. 21. At the its meeting, the representatives of Costa Rica made a statement. 22. At the 2nd meeting, the representative, of Nigeria proposed that an item entitled "Transnational corporations" should be included in the provisional agenda for the first regular session of 1985 so that the Council could consider the recommendations made by the Commission on Transnational Corporations at its eleventh session concerning the report of the Ad Hoc Committee on the Preparations for the Public Hearings on the Activities of Transnational Corporations in South Africa and Namibia. 23. Statements were made by the representatives of Bangladesh, Algeria, Romania, the Union of Soviet Socialist Republics and Costa Rica, and the observers for Egypt and Italy. 24. Informal consultations were held on the basic programme of work of the Council for 1985 and 1986, during which the Council had before it a draft decision entitled "Commemoration of the fortieth anniversary of victory over nazism and fascism in the Second World War (E/1985/L.16 and Corr.l), sponsored by Bulgaria, the Byelorussian Soviet Socialist Republic, 1/ Czechoslovakia, 1/ the German Democratic Republic, Hungary, 1/ the Lao People's Democratic Republic, 1/ Mongolia, 1/ Poland, the Ukrainian Soviet Socialist Republic, 1/ the Union of Soviet Socialist Republics and Viet Nam. 1/ The draft decision read as follows: "The Economic and Social Council decides, in considering its programme of work for 1985; "(a) To hold, during its first regular session of 1985, a special meeting of the Council on 8 or 9 May, beginning with the observance of a minute of silence, to commemorate the fortieth anniversary of victory over nazism and fascism in the Second World War and of the struggle against them, in accordance with paragraph 9 of General Assembly resolution 39/114 of 14 December 1984, and bearing in mind the continuing relevance of the Charter of the United Nations, in particular its emphasis on the importance of international co-operation towards peace, security and development and of respect for human rights and fundamental freedoms for all without distinction as to race, sex, language, or religion) "(b) To recommend that the President of the General Assembly should conduct consultations n order to identify appropriate ways of implementing paragraph 9 of the above-mentioned resolution by the Assembly itself; "(c) To invite the United Nations organs and the organizations of the United Nations system, particularly those that will be in session on 1/ In accordance with rule 72 of the rules of procedure of the Economic and Social Council. 8 and 9 May 1985, to hold special meetings or take other appropriate steps to commemorate that anniversary in accordance with General Assembly resolution 39/114." 25. The Council also had before it during the informal consultations a draft decision entitled "Fortieth anniversary of the conclusion of the Second World War" (E/1985/L.17), sponsored by Canada, the Federal Republic of Germany, France, Luxembourg, the Netherlands, Norway, 1/ the United Kingdom of Great Britain and Northern Ireland and the United States of America, subsequently joined by Belgium 1/ and Italy. 1/ The draft decision read as follows: "The Economic and Social Council decides, in considering its programme of work for 1985, taking into account the fact that 8 and 9 May have been chosen to represent the fortieth anniversary of the conclusion of the Second World War, to observe a minute of silence at the opening of its meeting on 8 May to mark the occasion, bearing in mind the continuing relevance of the Charter of the United Nations, in particular its emphasis on the importance of international co-operation towards peace, security and development and of fundamental human rights and the dignity of the human person." 26. At its 5th meeting, the Council had before it a draft decision (E/1985/L.19) submitted by the President, on behalf of the Bureau of the Council, on the basis of informal consultations on the basic programme of work. 27. At the same meeting, the Secretary of the Council read out a revision to the draft decision, which had been agreed upon during further informal consultations on the basic programme of work and on draft decisions E/1985/L.16 and Corr.l and E/1985/L.17, and which consisted of the addition of a new paragraph 2 (b) reading as follows: "To hold on 8 or 9 May 1985, during a meeting of its first regular session, a solemn commemorative ceremony in the light of General Assembly resolution 39/114 of 14 December 1984, and bearing in mind the continuing relevance of the Charter of the United Nations, in particular its emphasis on the importance of international co-operation towards peace, security and development, fundamental human rights and the dignity of the human person, and fundamental freedoms for all without distinction as to race, sex, language or religion." 28. Also at the same meeting, the Council adopted draft decision E/1985/L.19, as revised, whereby it, inter alia, approved a provisional agenda for its first regular session of 1985 and the allocation of items. In the light of the adoption of new paragraph 2 (b) of the draft decision, draft decisions E/1985/L.16 and Corr.l and E/1985/L.17 were withdrawn by the sponsors. 30. In adopting the draft decision, the Council also decided to consider, under the item entitled "Transnational corporations", the recommendations that might be made by the Commission on Transnational Corporations at its eleventh session concerning the report of the Ad Hoc Committee on the Preparations for the Public Hearings on the Activities of Transnational Corporations in South Africa and Namibia. 31. At its first regular session, the Council considered its agenda and the organization of work at its 7th, 9th and 14th meetings, on 7, 8 and 14 May. It had before it the annotated provisional agenda for the session (E/1985/30 and Corr.l) and a note by the Secretariat on the state of preparedness of the documentation (E/1985/L. 20/Rev.1) . 32. At its 7th meeting, the Council adopted the agenda for its first regular session (see annex I to the present report) and, on the proposal of the President, decided: (a) To postpone the elections to the Intergovernmental Working Group of Experts on international Standards of Accounting and Reporting until its second regular session of 1985, that is, until it had considered the recommendations made by the Commission on Transnational Corporations at its eleventh session concerning the future work of the Group; (b) To postpone until its second regular session of 1985 any action relating to the calendar of conferences and meetings for 1986 and 1987. 33. At its 7th, 9th and 14th meetings, the Council approved the organization of work of the first regular session (E/1985/L.22 and E/1985/L.24 and Rev.l). 34. At the 7th meeting, the representative of Canada made a statement. The Secretary of the Council also made a statement. Agenda of the second regular session of 1985* 35. The Council considered the provisional agenda for its second regular session of 1985 at its organizational session, in the context of its consideration of the basic programme of work for 1985 and 1986. At the 1st meeting, the Secretary of the Council informed the Council that the subject for detailed consideration under the item entitled "Regional co-operation", recommended by the executive secretaries of the regional commissions (see Council resolution 1982/50, para. 1 (h), and decision 1982/174), was interregional co-operation to promote and support activities related to economic co-operation among developing countries and technical co-operation among developing countries, in accordance with the Caracas Programme of Action. 37. At its 5th meeting, the Council had before it a draft decision (E/1985/L.19) submitted by the President, on behalf of the Bureau of the Council, on the basis of informal consultations. 38. At the same meeting, the Secretary of the Council read out the following revisions, which had been agreed upon during further informal consultations: (a) Item 4 of the provisional agenda for the second regular session, which had read "Review of the critical economic situation in Africa", was revised to read For the agenda as adopted, see annex I to the present report. "Review of the immediate and longer-term aspects of the critical economic situation in Africa and the follow-up of the response by the international community and the United Nations system"; (b) An item entitled "Countries stricken by desertification and drought" was included in the provisional agenda for the second regular session and allocated to the First (Economic) Committee; (c) One of the two issues for priority consideration at the second regular session of 1985 would be the review of the immediate and longer-term aspects of the critical economic situation in Africa and the follow-up of the response by the international community and the United Nations system; the question of a second priority issue would be taken up at the first regular session; (d) Paragraph 4 (c) was withdrawn. 39. Also at the 5th meeting, the representative of Egypt, on behalf of the States Members of the United Nations which are members of the Group of 77, proposed that paragraph 4 (c) of draft decision E/1985/L.19 should be reintroduced for consideration by the Council. 40. The representative of the United States of America made a statement. 41. The Council adopted paragraph 4 (c) of draft decision E/1985/L.19 by 36 votes to 1, with 3 abstentions. After the paragraph was adopted, statements were made by the representatives of Turkey, the United States of America, the Union of Soviet Socialist Republics, Poland, the Federal Republic of Germany, the United Kingdom of Great Britain and Northern Ireland and Canada. 43. In connection with item 10 of the provisional agenda for the second regular session of 1985 (Food problems), the President informed the Council that the following annotation to the item would appear in the annotated provisional agenda for that session: "The Committee on Food Aid Policies and Programmes submits an annual report to the Council (Assembly resolution 3404 (XXX), para. 6). The Committee adopted its tenth annual report, concerning 1984, at its nineteenth session, held from 20 to 31 May 1985. It will be noted that the Committee postponed consideration of the pledging target for the contributions to the World Food Programme for the period 1987-1988 to its twentieth session to be held in the autumn of 1985, At its nineteenth session, the Committee considered the conclusions of the Secretary-General and of the Director-General of the Food and Agriculture Organization of the United Nations (FAO) on the work of the special mixed United Nations/FAO team for the World Food Programme. The report of the Committee on its nineteenth session will, as an exception, be made available to the Council.'' 44. At its 5th meeting, the Council adopted draft decision E/1985/L.19, as revised, by which it, inter alia, approved a provisional agenda for its second regular session of 1985 and the allocation of items. For the final text, see Council decision 1985/101. 45- In adopting the draft decision, the Council also decided: (a) To consider in detail, under the item entitled "Regional co-operation", in pursuance of paragraph 1 (b) of Council resolution 1982/50 of 28 July 1982 and taking into account the joint recommendations made by the executive secretaries of the regional commissions, the question of interregional co-operation to promote and support activities related to economic co-operation among developing countries and technical co-operation among developing countries, giving due regard to the Caracas Programme of Action} (b) To undertake an in-depth review of the reports of the Industrial Development Board and the World Food Council, in accordance with General Assembly resolution 39/217 of 18 December 1984, and to submit recommendations thereon to the Assembly for consideration and action) (c) Not to consider draft proposals on the reports of the Governing Council of the United Nations Environment Programme, the Commission on Human Settlements and the Intergovernmental Committee on Science and Technology for Development, except specific recommendations contained therein which require action by the Council and proposals on matters relating to the co-ordination aspects of the work of those bodies, and to request those bodies to draw to the attention of the Council matters which require action by the Council, particularly in the co-ordination of the activities of the United Nations system in their respective fields; introductory statements to those reports will be dispensed with; (d) Not to consider the parts of the report of the Governing Council of the United Nations Development Programme dealing with the United Nations Capital Development Fund, United Nations technical co-operation activities and the United Nations Volunteers programme, except for the recommendations contained therein which require action by the Council) (e) To consider in 1985, in view of the urgency of the subject-matter, the report of the Secretary-General on the work of the Office of the United Nations Disaster Relief Coordinator and the report of the Secretary-General on the implementation of the medium-term and long-terra recovery and rehabilitation programme in the Sudano-Sahelian region, and thereafter to consider those reports on a biennial basis in even years. 46. Also at its 5th meeting, the Council adopted a draft decision, proposed by the President, concerning the inclusion in the provisional agenda for the second regular session of an item entitled "Countries stricken by desertification and drought". At its first regular session, the Council considered the provisional agenda for the second regular session at is 26th meeting, on 31 May. An account of the discussion is contained in the summary record (E/1985/SR.26). 49. At the 26th meeting, the Vice-President of the Council, Mr. Henri A. M. Guda (Suriname), informed the Council of the results of informal consultations held, in pursuance of paragraph 4 (b) of Council decision 1985/101, concerning a second priority issue for consideration at the second regular session of 1985. 50. On the basis of further informal consultations, the Vice-President proposed the following draft decision: "The Economic and Social Council decides to invite delegations, in their deliberations at the second regular session of 1985 under the item entitled "General discussion of international economic and social policy, including regional and sectoral development', to give special focus to international co-operation in the interrelated areas of money, finance, debt and trade.* 51. Also at its 26th meeting, on the proposal of the President, the Council decided to defer consideration of the telegram received on 24 May from the President of the thirteenth session of the Governing Council of the United Nations Environment Programme, addressed to the President of the Economic and Social Council (E/19B5/120), to its second regular session, under the item entitled "International co-operation and co-ordination within the united Nations system". 54. At the same meeting, the Council considered and approved a note by the Bureau containing the provisional agenda for the second regular session and the proposed organization of work for that session (E/1984/L.34). At its second regular session, the Council had before it the annotated provisional agenda for the session (E/1983/100) and a note by the Secretariat on te state of preparedness of the documentation (E/1985/L.36). 57. At its 28th meeting, on 3 July, the Council adopted the agenda for its second regular session (see annex I to the present report) and approved the organization of work (E/1985/100, annex), on the understanding that each Committee would organize its own programme of work according to its needs. Requests for hearings by_ non-governmental organizations 58. At its 10th meeting, on 9 May, the Council, on the recommendation of the Committee on Non-Governmental Organizations {see E/1985/73), approved requests made by non-governmental organizations to be heard in connection with certain items of the agenda of the first regular session of 1985. 59. At its 31st meeting, on 5 July, the Council, on the recommendation of the Committee on Non-Governmental Organizations (see E/1985/132), approved requests made by non-governmental organizations to be heard in connection with certain items of the agenda of the second regular session of 1985. C. Solemn commemorative ceremony in the light of General Assembly resolution 39/114 60. At its 8th meeting. On 8 May, pursuant to paragraph 2 (b) of its decision 1985/101, the Council held a solemn commemorative ceremony in the light of General Assembly resolution 39/114. At the 5th meeting, the Secretary of the Council read out a draft decision proposed by the President, on behalf of the Bureau of the Council, on the basis of informal consultations. 66. At the same meeting, the Secretary of the Council, in response to a question put by the representative of the United States of America, stated that the draft decision had no financial implications. 67. The Council had before it a note by the Secretariat on the scheduling of meetings of the Committee for Development Planning (E/1985/L.12). 84. The draft decision was adopted on the understanding that the President of the Council would communicate to the Chairman of the Committee for Development Planning the fact that the Council considered that the Committee, at its resumed twenty-first session, should continue to pay particular attention to the economic problems facing Africa and report thereon to the Council at its second regular session of 1985. 87. Twentieth session of the Economic Commission for Africa and eleventh meeting of the Conference of Ministers of the Commission 88. The question of the venue of the twentieth session of the Economic Commission for Africa and eleventh meeting of the Conference of Ministers of the Commission was considered by the Council at its 2nd, 5th and 6th meetings, on 5 and 8 February and on 22 March.
