GE.83-11164 E/CN.4/1983/32/Add.3 page 2 THAILAND [Original: English] [14 February 1983] The Government states that eases of unauthorized removal and retention of children in Thailand are not only the result of conflicts arising between couples of different nationalities, but also of an increasing demand for children for adoption abroad. It is the Government's view that national legislative measures are not sufficient to control infringements of the rights and benefits of such children. It therefore suggests that the Commission on Human Rights should take up this problem when drafting the convention on the rights of the child. At the same time, the public should be made aware that a child given for adoption should be provided with the facilities to develop in conditions of freedom and dignity.
