LIMITED E/CN.4/1983/L-51 25 February 1983 Original: ENGLISH COMMISSION ON HUMAN RIGHTS Thirty-ninth session Agenda item 13 QUESTION OF A CONVENTION ON THE RIGHTS OF THE CHILD Argentina, Australia, Bangladesh, Bulgaria, Byelorussian SSR* Canada, China, Cuba, Czechoslovakia*, France, Ghana, Islamic Republic of Iran*, Italy, Libyan Arab Jamabiriya, Netherlands, Mexico, Mozambique, Nicaragua, Peru*, Philippines, Poland, Syrian Arab Republic"', Ukrainian SSR, USSR, Yugoslavia, Zimbabwe: draft resolution The Commission on Human Rights, Bearing in mind the draft convention on the rights of the child submitted by Poland on 7 February 1978, the amended version of the draft submitted on 5 October 1979 to the Commission on Human Rights and the document (A/C.3/36/6) submitted on 7 October 1981 by Poland to ,the General Assembly at ios thirty-sixth session, Recalling General Assembly resolutions 33/166 of 20 December 1978, 34/4 of 13 October 1979, 35/131 of 11 December 1980, 36/37 of 2.5 November 1981 and 37/190 of 18 December 1932, by which the Assembly requested the Commission on Human rights to continue to give the highest priority to the question of completing the draft convention on the rights of the child, Recalling also its resolutions 20 (XXXIV) of 3 March 1970, .19 (XXXV) of 14 March 1979, 36 (XXXVI) of 12 March 1930, 26 (XXXVII) of 10 March and 1932/39 of 11 March 1982, Economic and Social Council decision is 1980/138 of 2 may 1980 and 1981/144 of 0 May 1931 as well as Council resolutions 1978/18 of 5 May 1973, 1978/40 of 1 August 1978 and 1902/37 of 7 May 1982, by which it authorized a meating of an open-ended working group for a period of one week prior to the thirty-ninth session of the Commission to facilitate the completion of the work on the draft convantion on the rights of the child, Noting further progress inado by the upendede working group during its one-week meeting prior to the thirty-ninth session of the Commission. In accordance with rule 69, paragraph 3, of the rules of procedure of the functional Commissions of the Economic and Social Council. GE.83-15641 E/CN.4/1983/L.51 page 2 Noting also the widespread interest in working out a comprehensive international convention on the rights Of the child displayed by numerous Governments and international organizations, 1• Decides to continue at its fortieth session, as a matter of the highest priority, its work on the elaboration of the covention on the rights of the child, with a view to completing its draft at that session for transmission, through the Economic and Social Council, to the General Assembly; 2. Requests the Economic and Social Council to authorize a one-week session of an open-ended working group prior to the fortieth session of the Commission on Human Rights to facilitate and speed up completion of the work on a draft convention on the rights of the .child; 3. Recommends that the Economic and Social Council adopt the following resolution; The Economic and Social Council, Recalling General Assembly resolution 37/190 of 18 December 1982, by which the General Assembly requested the Commission on Human Rights to continue to give the highest priority at its thirty-ninth session to the question of completing the draft convention on the rights of the child and Economic and Social Council resolution 1982/37 of 7 May 1982,by which it authorized a meeting of an open-ended working group for a period of one week prior to the thirty-ninth session of the Commission to facilitate the completion of the work on the draft convention on the rights of the child, Considering that it was not found possible to complete the work on drafting the convention during the thirty-ninth session of the Commission, Taking note of the Commission on Human Rights resolution 1983/.. of .. March 1983, 1. Authorizes a meeting of an open-ended working group for a period of one week prior to the fortieth session of the Commission on Human Rights to facilitate and speed up the completion of the work on a draft convention on the rights of the child; 2. Requests the Secretary-General to transmit documents relating to the draft convention on the rights of the child to the Commission on Human Rights at 1ts fortieth session and to extend all the facilities to the open-ended working group during its meeting prior to the fortieth session of the Commission.
