AND LIMITED E/CN.4/1985/L.86 SOCIAL COUNCIL 11 March 1985 Original: ENGLISH COMMISSION ON HUMAN RIGHTS Forty-first session Agenda item 13 QUESTION OF A CONVENTION-ON THE RKHTSOF THE CHILD Administrative and programme budget implications of the draft resolution contained in document E/CN.4/1985/L.74 Statement submitted by the Secretary-General in accordance with rule 28 of the functional commissions of the Economic and Social Council A. Request contained in the draft resolution 1. By operative paragraph 3 of the draft resolution contained in document E/CN.4/1985/L.74 the Commission would recommend a draft resolution to the Economic and Social Council in operative paragraph 1 of which the Council would authorize a meeting of an open-ended wresting group for a period of one week prior to the forty-second session of the Commission with a view to completing the work on the draft convention on the rights of the child at that session. B. Relationship of the proposed request to current legislative mandates 2. The activities referred to above would fall under chapter 6, II. Programme: Centre for Human Rights, subprogram me 2-Elimination and prevention of discrimination and protection of Minorities and vulnerable groups, the objective of and the strategy for which are described in paragraphs 6.25 and 6,27 of the Medium-term plan for the period 1984-1939 (A /37/6). 3. The following programme element of section 23s Human rights, of the programme budget proposed for 1986-1987 would be directly affected by the activities referred to in the draft resolution; Programme element 2.1 Elimination and prevention of discrimination and protection of minorities and vulnerable groups Output: (vii) Substantive servicing of the Working Group of the Commission on Human Rights engaged in drafting a convention on the rights of the child. In order to determine the financial implications of the decision, it has been noted that the travel expenses of the members concerned will be covered under the normal provision for the attendance of members of the Commission. D. Modifications required in the programme of work proposed for 1986-1987 5. No modifications are required in the approved programme of work for 1986-1987 since the activity appears under programme element 2.1. E. Additional requirements at full cost 6. Conference servicing costs to be financed under section 29B, Conference Services Division, Geneva, calculated on a full cost basis, are estimated at $54,900 for 1986.
