LIMITED E/CN.4/1989/L.88 3 March 1989 Original: ENGLISH COMMISSION ON HUMAN RIGHTS Forty-fifth session Agenda item 13 QUESTION OF A CONVENTION ON THE RIGHTS OF THE CHILD Afghanistan*, Argentina, Australia*, Bangladesh, Botswana, Bulgaria, Byelorussian Soviet Socialist Republic*, Canada, China, Costa Rica*, Cyprus, Denmark*, Egypt*, Ethiopia, Finland*, France, German Democratic Republic, Greece*, Hungary*, Ireland*, Lebanon*, Libyan Arab Jamahiriya*, Madagascar*, Mexico, Mongolia*, Morocco, New Zealand*, Norway*, Philippines, Poland*, Portugal, Romania*, Senegal, Syrian Arab Republic*, Sweden and Yugoslavia: draft resolution Question of a convention on the rights of the child The Commission on Human Rights, Bearing in mind the draft convention on the rights of the child submitted by Poland to the Commission on Human Rights on 7 February 1978 and annexed to Commission resolution 20 (XXXIV) of 8 March 1978, in which it decided to continue, as one of its priorities, its consideration of a draft convention on the rights of the child, Recalling Economic and Social Council resolution 19 78/18 of 5 May 19 78, in which the Council took note with satisfaction of the initiative taken by the Commission with a view to the conclusion of a convention on the rights of the child, * In accordance with rule 69, paragraph 3, of the rules of procedure of the functional commissions of the Economic and Social Council. GE. 89-11459/2098A E/CN.4/1989/L. 88 page 2 Recalling General Assembly resolution 33/166 of 20 December 19 78, Bearing in mind all subsequent pertinent resolutions of the Commission on Human Rights, the Economic and Social Council and the General Assembly and in particular General Assembly resolution 43/112 of 8 December 1988, in which it requested the Commission on Human Rights to give the highest priority to a draft convention on the rights of the child and to make every effort at its forty-fifth session to complete a draft and to submit it, through the Economic and Social Council, to the General Assembly at its forty-fourth session, and invited all Member States to offer their active support to the completion of a draft convention on the rights of the child in 1989, the year of the thirtieth anniversary of the Declaration of the Rights of the Child and of the tenth anniversary of the International Year of the Child, Having examined the report of the open-ended working group of the Commission on Human Rights on a draft convention on the rights of the child concerning its meeting to complete the second reading of the draft convention (E/CN. 4/1989/48), Having also examined the text of the draft convention as adopted by the open-ended working group (E/CN.4/1989/29 and Corr.l), 1. Expresses its appreciation for the work achieved by the open-ended working group: 2. Decides to adopt the draft convention on the rights of the child, as submitted by the open-ended Working Group: 3. Decides also to transmit to the General Assembly, through the Economic and Social Council, the draft convention as submitted by the open-ended working group as well as the report of the working group; 4. Recommends the following draft resolution for adoption by the Economic and Social Council: "The Economic and Social Council, "Recalling the General Assembly resolutions related to the question of a convention on the rights of the child and in particular, resolution 43/1X2 of 8 December 1988, in which it requested the Commission on Human Rights to submit a draft convention on the rights of the child, through the Economic and Social Council, to the General Assembly at its forty-fourth session; E/CN.4/1989/L.88 page 3 "Expressing its appreciation to the Commission on Human Rights for having concluded the elaboration of a draft convention on the rights of the child; "Decides to submit the draft convention on the rights of the child and the report of the working group to the General Assembly for consideration, with a view to the adoption of the convention by the Assembly at its forty-fourth session."
