International Year of Disabled Persons: report of the Secretary-General
1. The PRESIDENT: I should like to invite members to turn their attention to document A/36/673, which contains a letter from the Chairman of the Advisory Committee for the International Year of Disabled Persons to the President of the General Assembly.
2. In the letter it is proposed that the Third Committee be permitted to deal with some of the matters relating to the item, such as the preparation of recommendations and draft resolutions and their submission to the General Assembly for adoption.
3. May I take it that the General Assembly agrees to that proposal?
It was so decided.

5. Mr. FUJII (Japan), Rapporteur of the Third Committee: I have the honour to present to the General Assembly this afternoon the reports of the Third Committee on items 76 and 84.
6. In its report on item 76 concerning the International Youth Year [A/36/637] the Committee recommends that the General Assembly adopt the two draft resolutions contained in paragraph 14. Draft resolution I, which bears the same title as item 76, enjoyed wide support, and was sponsored by more than half the States Members of the United Nations. It was adopted without a vote. Draft resolution II, entitled "Efforts and measures for securing the implementation and the enjoyment by youth of human rights, particularly the right to education and to work", was adopted by vote.
7. In its report on item 84 concerning the World Assembly on Aging [A/36/639], the Committee recommends, in paragraph 12, the adoption of a draft resolution bearing the same title as the item, which it adopted without a vote.
8. I hope, Mr. President, that under your able leadership the Assembly will complete its consideration of these two reports in the same spirit of harmony as prevailed in the Third Committee during its deliberations on these items.
Pursuant to rule 66 of the rules of procedure, it was decided not to discuss the reports of the Third Committee.
9. The PRESIDENT: Statements will be limited to ex
planations of vote. The positions of delegations regarding
the various recommendations of the Third Committee
have been made clear in the Committee and are reflected
in the relevant official records.
10. May I remind members that, under decisions
34/401, the General Assembly agreed that:
"When the same draft resolution is considered in a Main Committee and in plenary meeting, a delegation should, as far as possible, explain its vote only once, i.e., either in the Committee or in plenary meeting unless that delegation's vote in plenary meeting is different from its vote in the Committee".
May I also remind members that, in accordance with the same decision, explanations of vote should not exceed 10 minutes and should be made by delegations from their seats.

11. We shall consider first the report of the Third Committee on agenda item 76. The Assembly will now take a decision on the draft resolutions recommended in the report. The report of the Fifth Committee on the administrative and financial implications of draft resolution I is contained in document A/36/675.
12. Draft resolution I, entitled "International Youth Year: Participation, Development, Peace", was adopted by the Third Committee without a vote. May I take it that the General Assembly wishes to do the same?

14. The PRESIDENT: I shall now call on those representatives who wish to explain their vote after the vote.
15. Mr. GILMAN (United States of America): The United States delegation in the Third Committee expressed strong support for the goals of International Youth Year, and our delegation joined in the Committee consensus on draft resolution I. However, our concurrence was on the understanding that the Secretary-General would
take all the necessary steps to absorb the cost of the activities of International Youth Year within available resources.
16. Unfortunately, the Fifth Committee report in document A/36/675 now states that adoption of draft resolution I by the Assembly will result in the appropriation of additional funds beyond those requested by the Secretary-General in his proposed programme budget for the biennium 1982-1983.
17. Consequently, the United States delegation in the Fifth Committee was obliged to vote against the draft resolution. The United States is keenly concerned that the integrity of the Secretary-General's effort to achieve a zero real-growth budget for the next biennium should be maintained. Therefore, had there been a vote on draft resolution I, the United States delegation would have abstained in spite of our general support of its purposes.
18. Ms. LORANGER (Canada): My delegation also joined in the consensus today on draft resolution I concerning International Youth Year, but we should like to join in the comments just made by the United States delegation with respect to the financial implications to which he referred. We are also concerned that the efforts of the Secretary-General should continue to be maintained and that every effort be made to reduce the costs which have been mentioned in document A/36/675.
19. On the other hand, with regard to draft resolution II, my delegation abstained on that draft resolution in Committee and has voted in favour of it today because, on an overall basis, we consider that the draft resolution is a valid one and we wish to support its purposes and aims. However, we continue to be against any further codification of the rights of youth or any other group of that kind.
20. The PRESIDENT: The General Assembly will now consider the report of the Third Committee on agenda item 84.
21. The Assembly will take a decision on the draft resolution entitled "World Assembly on Aging". The report of the Fifth Committee on the administrative and financial implications of the draft resolution is to be found in document A/36/676.
22. The Third Committee adopted the draft resolution without a vote. May I take it that the General Assembly wishes to do so also?

23. Mr. VINAL (Spain), Rapporteur of the Sixth Committee (interpretation from Spanish): I have the honour to present to the Assembly the reports of the Sixth Committee on agenda items 116, 117 and 124, which are contained in documents A/36/649, A/36/669 and A/36/667, respectively.
24. In connection with item 116 the Sixth Committee recommends to the General Assembly, in paragraph 12 of the report, the adoption of a draft resolution which was adopted in the Sixth Committee by 87 votes to 15, with 9 abstentions. The report of the Fifth Committee on the administrative and financial implications of this draft resolution appears in document A/36/656.
25. As regards item 117, in paragraph 6 of its report the Sixth Committee recommends to the General Assembly the adoption of a draft resolution which it had adopted by consensus.
26. In paragraph 7 of its report on agenda item 124, the Committee recommends to the General Assembly the adoption or a draft resolution which was adopted without a vote in the Sixth Committee.
27. I should like to express my wish that in the consideration of the draft resolutions which were adopted in the Sixth Committee by consensus or without a vote, the General Assembly will be able to reach a decision in the same manner.

30. We shall consider first the report of the Sixth Committee on agenda item 116.
31. The representative of Albania wishes to speak in explanation of vote before the vote. I call upon him.
32. Mr. BALETA (Albania) (interpretation from French): The delegation of Albania has in the past fre-
quently had occasion to express its views regarding the substance of the question of the non-use and use of force. This year we refrained from speaking during the discussion in the Sixth Committee because nothing encouraging had happened with respect to the application and further elaboration of this principle.
33. The work of the Special Committee on Enhancing the Effectiveness of the Principle of Non-Use of Force in International Relations has suggested nothing that gives us more hopeful prospects.
34. The delegation of Albania did not participate in the vote in the Sixth Committee on the draft resolution concerning item 116. Our delegation will take the same position now and will not participate in that vote.
35. To explain our position, the Albanian delegation would like to reaffirm its views on the non-use of force. We fully appreciate and understand the good intentions and sincere efforts of a large number of democratic and progressive countries that are very alarmed at the ever-increasing use of force in international relations and are trying to find ways of somehow remedying the situation. We also appreciate the efforts of those States to ensure a good start to the work of the Special Committee on Enhancing the Effectiveness of the Principle of Non-Use of Force in International Relations. On the other hand, it must be noted that the work of that Committee is marking time, that its activities have not been fruitful and that thus far mere has not been the slightest indication that the principle of the non-use of force has in any way been strengthened. It must even be said that the use of force for aggressive purposes has become current practice, particularly on the part of the imperialist super-Powers and certain other reactionary regimes. The imperialist super-Powers are still using the discussions on the non-use of force held in various bodies for propaganda purposes in order to disguise their aggressive actions and to fling accusations, thus creating confusion in these discussions.
36. The Albanian delegation stands by the opinion it has already expressed that, in view of the current international situation and the role being played by the super-Powers, discussion of the principle of the non-use of force will not lead to the strengthening of that principle.
37. We constantly see the activities of the Special Committee, being seriously hindered by the imperialist super-Powers, either when they participate in or when they abandon the work of the Committee, and by those who follow their example.
38. It should be pointed out that so far the Special Committee has not assisted in analyzing the real causes of the use of force in international relations. Nothing can be found on this subject in the documentation that serves as the basis for its work. We have the impression that in present circumstances we cannot expect any satisfactory results, or any progress in the near future, in the work of the Special Committee. That is why we continue not to support the idea of renewing the mandate of the Special Committee, and that is why we have not participated in the votes on resolutions calling for such renewal.
39. The PRESIDENT: The Assembly will now take a decision on the draft resolution recommended by the Sixth Committee in its report on agenda item 116. The report of the Fifth Committee on the administrative and financial implications of the draft resolution is to be found in document A/36/656. A recorded vote has been requested.

41. The Assembly will now take a decision on the draft resolution recommended by the Sixth Committee. The Sixth Committee adopted the draft resolution by consensus. May I take it that the General Assembly adopts this draft resolution?
The draft resolution was adopted (resolution 36/32).
42. The PRESIDENT: We turn now to the report of the Sixth Committee on agenda item 124.
43. The Assembly will now take a decision on the draft resolution recommended by the Sixth Committee. The Sixth Committee adopted the draft resolution without a vote. May I take it that the General Assembly wishes to do the same?
