Report of the Third Committee (Part I)

I. INTRODUCTION
1. At its 3rd plenary meeting, on 20 September 1986, the General Assembly, on the recommendation of the General Committee, decided to include in the agenda of its forty-first session the item entitled "Report of the Economic and Social Council" and to allocate to the Third Committee chapters I, II, III (sects. A to C and G), IV (sect. A), V (sects. A to C), VI (sects. * and C) and VII to IX of the Council's report. 1/
2. The Third Committee decided to consider under agenda item 99 (Office of the United Nations high Commissioner for Refugees) the relevant chapters of the report of the Economic and Social Council 2/ and to consider, together with that item, the related reports of the Secretary-General and the United Nations High Commissions for Refugee, which were submitted under agenda item 12 (A/41/264, A/41/514. A/41/515, A/41/516, A/41/531 and A/41/553).
3. The Third Committee also decided to consider under agenda item 100 (International campaign against traffic in drugs) the relevant part of the report of the Economic and Social Council pertaining to the question of narcotic drugs 3/

and to consider, together with that item, the related report of and note by the Secretary-General, which were submitted under agenda item 12 (A/41/713 and A/41/637 and Corr.1).
4. The chapters of the report of the Economic and Social Council relating to
agenda items 83 (Implementation of the Second Decade to Combat Racism and Racial
Discrimination), 84 (Adverse consequences for the enjoyment of human rights of
political, military, economic and other forms of assistance given to the racist and
colonialist regime of South Africa), 85 (Question of aging), 86 (Policies and
programmes involving young peoples Participation, Development, Peace),
88 (Importance of the universal realization of the right of peoples to self-determination and of the speedy granting of independence to colonial countries and peoples for the effective guarantee and observance of human rights), 90 (Implementation of the World Programme of Action concerning Disabled Persons and the united Nations Decade of Disabled Persons), 91 (Crime prevention and criminal justice), 92 (Elimination of all forms of discrimination against women),
93 (Forward-looking Strategies for the Advancement of Women to the year 2000),
94 (Elimination of all forms of religious intolerance), 96 (Question of a convention on the rights of the child), 97 (International Covenants on Human Rights) and 103 (Torture and other cruel, inhuman or degrading treatment or punishment) were considered by the Committee under those items. 4/
5. At its 2nd meeting, on 22 September, the Committee decided that, pursuant to General Assembly resolution 40/130 of 13 December 1985, the Working Group on the Drafting of an International Convention on the Protection of the Rights of All Migrant Workers and Their Families should meet during the forty-first session.
6. At its 3rd meeting, on 25 September, the Committee decided to invite the Special Rapporteur and special Representatives of the Commission on Human Rights to present their reports submitted under item 12.
7. The Third Committee considered item 12 at its 49th to 61st meetings, on
18 to 21 and 24 to 28 November 1986. An account of the Committee's discussion is contained in the relevant summary records (A/C.3/41/SR.49-61).
8. In connection with item 12, the Committee had before it the following

9. At the 31st meeting, on 31 October, the Under-Secretary-General for Political and General Assembly Affairs introduced the report of the Secretary-General on international co-operation in drug abuse control (A/41/713) and the note by the Secretary-General on strategy and policies for drug control */41/637 and Corr.l) (see A/C.3/41/SR.31).

10. At the 39th meeting, on 7 November, the Under-Secretary-General for Special Political Questions introduced the reports of the Secretary-General on the situation of refugees in the Sudan (A/41/264) and emergency assistance to returne and displaced persons in Chad (A/41/531), the United Nations High Commissioner fo Refugees introduced his reports on assistance to refugees in Somalia (A/41/514), humanitarian assistance to refugees in Djibouti (A/41/515), assistance to displace persons in Ethiopia (A/41/516) and assistance to student refugees in southern Africa (A/41/553) and the United Nations Disaster Relief Co-ordinator made a statement (see A/C.3/41/SR.39).
11. At the 43rd meeting, on 12 November, and at the 48th meeting, on 17 November respectively, the Assistant Secretary-General of the Centre for Human Rights and the Under-Secretary-General for Political and General Assembly Affairs responded a question raised concerning the format of the reports of the Special Rapporteur and Special Representatives of the Commission on Human Rights (see A/C.3/41/SR.43 and A/C.3/41/SR.48).
12. At the 49th meeting, on 18 November, the Assistant Secretary-General of the Centre for Human Rights made an introductory statement (see A/C.3/41/SR-49).
13. At the same meeting, the Special Rapporteur of the Commission on Human Right Mr. Felix Ermacora, introduced his interim report on the situation of human right in Afghanistan (A/41/778, annex), the Special Representative of the Commission, Mr. Jose Antonio Pastor Ridruejo, introduced his report on the situation of human rights in El Salvador (A/41/710, annex) and the Special Representative of the Commission, Mr. Reynaldo Galindo ***, introduced his interim report on the situation of human rights in the Islamic Republic of Iran (A/41/787, annex)
(see A/C.3/41/SR.49). 6/
6/ The Special Rapporteur of the Commission, Mr. Fernando Volio Jimenez, notified the Secretary-General that it was not possible for him to present his report on the situation of human rights in Chile (A/41/719, annex) and, in respect to his request, his introductory comments were subsequently circulated in a note the Secretary-General (A/C.3/41/10).
