The PRESIDENT (interpretation from Russian): The Assembly will now turn
its attention to the report of the First Committee (A/42/755) on agenda item 67,
entitled "Implementation of the Declaration of the Indian Ocean as a Zone of
Peace", and take a decision on the draft resolution recommended by the First
Committee in paragraph 8 of that report. The report of the Fifth Committee on the
programme budget implications of the draft resolution is contained in
document A/42/828.
The First Committee adopted the draft resolution without a vote. May I take
it that the General Assembly wishes to do the same?
The draft resolution was adopted (resolution 42/43).

consideration of agenda item 67.
We turn now to the report of the First Committee (A/42/756) on agenda item 68,
entitled "Israeli nuclear armament".
The Assembly will now take a decision on the draft resolution recommended by
the First Committee in paragraph 7 of the report.

We shall now consider the report of the First Committee (A/42/757) on agenda item 69, entitled "Relationship between disarmament and development".
I call on the representative of the United States for an explanation of vote before the voting.
Mr. THAYER (United States of America)t The United States delegation wishes to announce that it will not participate in whatever action the General Assembly takes on agenda item 6 9.
As is commonly known, the United States believes that disarmament and development are two distinct issues that cannot be considered appropriately in terms of an interrelationship between these two disparate subjects.
Consequently, the United States declined to participate in the recent International Conference on this matter, and it refrained from participating in he drafting of draft resolution A/C.1/42/L.74 in the First Committee, the subsequen debate on it in the Committee and its adoption in that Committee.
For those reasons, the United States delegation requests that the record of today's proceedings reflect the fact that the United States has not participate( U the consideration of agenda item 69. At the same time, our delegation takes this opportunity to state that the United States Government does not, and will not, consider itself bound or committed in any way by either the declarations in the Final Document of the recent International Conference or the terms of any resolution adopted here.

The PRESS IDENT (interpretation from Russian): That concludes our consideration of agenda item 69. STATEMENT BY THE PRESIDENT
The PRESIDENT (interpretation from Russian): At its forty-second session the General Assembly has just adopted a number of resolutions aimed at putting an end to the arms race and achieving decisive disarmament measures. Peace, international security and disarmament - above all, of weapons of mass destruction - are inseparably linked* of particular importance in this respect is the prevention of an arms race in outer space.
The good news we have received from Geneva that understanding has been reached between the Union of Soviet Socialist Republics and the United States of America on a treaty to eliminate on a global scale their medium- and shorter-range nuclear missiles is in accord with the spirit of the resolutions we have just adopted. I am firmly convinced that the forthcoming signing of the treaty will give new encouragement to all those who sincerely want and are working for peace and fruitful international co-operation, and who are striving to guarantee them. Once again it has been proved in practice what possibilities of strengthening peace can be opened up when the great Powers and their allies - when a large number of States - manage to reach an understanding on the basis of equal security.
May the resolutions we have adopted today strengthen the basis of the hopes we pin on the forthcoming Soviet-United States summit meeting.

AGENDA ITEM 70 QUESTION OF ANTARCTICA*. REPORT OF THE FIRST COMMITTEE (A/42/758) The PRESIDENT (interpretation from Russian): I call on Mr. Kazimierz Tomaszewski, Rapporteur of the First Committee, to present that Committee's report on agenda item 70.
Mr. TOMASZEWSKI (Poland), Rapporteur of the First Committee: I have the honour to present to the General Assembly the report of the First Committee on agenda item 70, "Question of Antarctica". As the report states, despite efforts aimed at achieving consensus, this once again proved to be elusive in the case of the question of Antarctica. Two draft resolutions were adopted by roll-call votes in which a number of delegations explicitly did not participate.
Under draft resolution A the General Assembly would reiterate its appeal to the Antarctic Treaty Consultative Parties to take urgent measures to exclude the racist apartheid regime of South Africa from participation in the meeting of the Consultative Parties at the earliest possible date and would invite the States parties to the Treaty to inform the Secretary-General of action taken in pursuance of the resolution so that he might report in that regard to the forty-third session of the General Assembly. Twenty-two delegations announced that they were not participating in the voting on draft resolution A.
Under draft resolution B, the General Assembly would reaffirm that the iternational community was entitled to information covering all aspects of Antarctica for which the United Nations should be made a repository and that any netural minerals regime on Antarctica should take fully into account the interests f the international community. The Assembly would call upon the Antarctic Treaty

Consultative Parties to invite the Secretary-General or his representative to all
meetings of the Treaty parties and would have the Secretary-General submit a report
on his evaluations to the General Assembly at its forty-third session. It would
also call upon the Consultative Parties to impose a moratorium on the negotiations
to establish a minerals regime until such time as all members of the international
community might participate fully in such negotiations. Forty-two delegations
announced that they were not participating in the voting on draft resolution B.
With these introductory remarks, I have the honour to submit the
recommendations of the First Committee as contained in its report (A/42/758) to the
General Assembly for adoption.
The PRESIDENT (interpretation from Russian) : I shall now call on those representatives who wish to explain their votes before the voting.
Mr. WOOLCOTT (Australia): I speak on behalf of States parties to the Antarctic Treaty who firmly hold to the view expressed in the General Assembly when this item was last considered, on 4 December 1986, that consensus offers the only realistic basis for the consideration of Antarctica by the General Assembly. It was therefore a matter of regret for the Treaty parties that despite protracted efforts consensus on the text under this item was not achieved.
I understand that roll-call votes have been requested on the draft resolutions on the question of Antarctica. Those delegations which have elected not to participate in the voting need to indicate their non-participation, and I ask that such non-participation be explicitly indicated in the records of the General Assembly.

Mr. WOOLCOTT (Australia): It is actually a point of clarification. I think it should be made clear to everybody in what order the draft resolutions are to be taken up. The reason I make this point is that in the First Committee deaf resolution A/C.1/42/I.. 87 was taken up first and draft resolution A/C.1/42/L. 86 second. I think it would be helpful to delegations to be quite clear on the order in which the two draft resolutions are being taken up.

The first report is A/42/703, on agenda item 87, entitled "Implementation of the Programme of Action for the Second Decade to Combat Racism and Racial

The second report (A/42/770) relates to agenda item 88, entitled "National experience in achieving far-reaching social and economic changes for the purpose of social progress". Three draft resolutions and one draft decision appear in paragraph 15. Draft resolutions I and II were adopted without a vote draft resolution III was adopted by a recorded vote ; and the draft decision was adopted without a vote.
The third report (A/42/771) relates to agenda item 89, entitled "Question of aging". The draft resolution, which appears in paragraph 8 of the report, was adopted without a vote.
The report on agenda item 90, entitled "Policies and programmes involving Youth", is contained in document A/42/772. Pour draft resolutions were adopted by the Committee and appear in paragraph 19. The Committee adopted draft resolution I ay a recorded vote; it adopted draft resolutions II, III and IV without a vote.
The report on agenda item 92, entitled Elimination of all forms of racial discrimination", is contained in document A/42/720. The Committee adopted two draft resolutions and they appear in paragraph 14: draft resolution I was adopted by a recorded vote and draft resolution II was adopted without a vote.
The report on agenda item 93, entitled "Implementation of the World Programme of Action concerning Disabled Persons and the United Nations Decade of Disabled persons", is contained in document A/42/774. The Committee adopted one draft resolution without a vote and it appears in paragraph 8.
The report on agenda item 94, entitled "Crime prevention and criminal justice", is contained in document A/42/775. There is one draft resolution which he Committee adopted without a vote, and it appears in paragraph 8.

The report on agenda item 95, entitled "Elimination of all forms of discrimination against women", is contained in document A/42/786. The Committee adopted one draft resolution without a vote and it appears in paragraph 10.
The report on agenda item 96, entitled "Forward-looking strategies for the advancement of women to the year 2000", is contained in document A/42/787. The Committee adopted the four draft resolutions which appear in paragraph 18 without a vote.
Finally, the report on agenda item 97, entitled "International research and training institute for the advancement of women", is contained in document A/42/788. The Committee adopted without a vote the draft resolution which appears in paragraph 7.
The PRESIDENT: If there is no proposal under rule 66 of the rules of procedure, I shall consider that the General Assembly decides not to discuss the reports of the Third Committee.
It was so decided.
The PRESIDENT; Statements will therefore be limited to explanations of vote. The positions of delegations on the various recommendations of the Third Committee have been made clear in the Committee and are reflected in the relevant official records.

I call on the representative of Democratic Kampuchea, who wishes to speak in explanation of vote.
Miss CHENG (Democratic Kampuchea): My delegation wishes to explain its position regarding draft resolution I in document A/42/720, draft resolution III in document A/42/770 and draft resolution I in document A/42/772, which have just been adopted. We should like to explain our votes on these all together.
We shall be joining in the consensus on draft resolution I in document A/42/787.
In taking this position we are conscious of the vital importance of the principles laid down in these documents, which seek to serve the interests of world peace and security and ensure justice in international relations.
Our position as indicated by our votes is also a testimony to our contribution to the realization of the ideals of all the countries that love peace, independence and justice and have sincerely sponsored these draft resolutions and made selfless efforts for the development and well-being of peoples around the world. However, my delegation deems it necessary to place on record its strong reservations concerning the presence of Viet Nam among the sponsors of these draft resolutions, for the actual deeds and policies of Viet Nam in Kampuchea are in total contradiction of the essence of these documents.

As an aggressor and occupier of my country, Kampuchea, the Socialist Republic of Viet Nam flagrantly and cynically violates the principles of the United Nations Charter that we are all upholding and defending and the very letter and spirit of these resolutions.

(Miss Cheng, Democratic Kampuchea) It is worth noting that, if these resolutions had been implemented in good faith by Viet Nam, especially when applied to its policies towards Kampuchea and other countries of the region, the people of Kampuchea, whose inalienable right to self-determination was trampled upon after the invasion and occupation in late 1978, would have enjoyed their fundamental rights and peace and security would have been restored in the region.
In this light, therefore, my delegation regards Viet Nam's co-sponsorship of the aforementioned draft resolutions as part and parcel of its diplomatic manoeuvres aimed at hoodwinking world public opinion about its true nature as an aggressor, invader, violator of human rights and regional expansionist. It is known to all that Viet Nam is at present facing increasing and forceful national resistance in Kampuchea and a hopeless economic situation in Viet Nam. It is in this situation that Viet Nam is making strenuous efforts shamelessly to deceive the world community and entice our Organization into accepting its occupation as a fait accompli. However, the international community has presented a clear verdict in th is regard.'
It is high time Viet Nam realized the futility of its manoeuvres and recognized that it is not by posing as an apostle of human rights or as an advocate of economic and social progress and development that it can hope to evade the world's condemnation of its crimes against the Kampuchean people, its violation of the independence and sovereignty of Kampuchea and the principles of the United Nations Charter. The only way for Viet Nam to show its commitment to peace, justice and respect for human rights and fundamental freedoms is for it to implement in good faith the relevant resolutions adopted every year by our Organization. The road to peace with honour has already been laid out and it is facilitated by the relevant United Nations resolutions and the eight-point peace

proposal of the Coalition Government of Democratic Kampuchea. The only thing that
is lacking is readiness and sincerity on the part of Viet Nam to sit down and
negotiate with the Coalition Government of Democratic Kampuchea in order to being
the agony of Kampuchea and Viet Nam to an end. As long as Viet Nam refuses b
comply with international demands and continues to put Kampuchea to fire and word
Viet Nam will always be condemned and isolated, and its co-sponsorship of the e
draft resolutions and its statements will be considered insults to the world
community.
It is also too flagrant for Viet Nam to call on the international community to promote and respect the principles enshrined in the United Nations Charter an the Universal Declaration of Human Rights while at the same time it is mercilessl and impudently trampling under foot those very principles at home in Viet Nam and in neighboring countries, particularly Kampuchea.

Miss BYRNE (United States of America): Although my delegation joined in the consensus on draft resolution IV under agenda item 96, entitled "The role of women in society", the United States has strong reservations concerning the fourth preambular paragraph and operative paragraph 3.
The fourth preambular paragraph uses language unacceptable to the United States in a call for the establishment of a new international economic order. This issue is not a topic of discussion either in this cluster of items or in the Third Committee.
Operative paragraph 3, in its call for equal pay for work of equal value, meddles in the workings of a free-market system and appears to seek the establishment of central government pay scales throughout all sectors of the economy. We believe in equal pay for equal work. Although there are political entities within the United States municipal and county governments that do acknowledge the principle of equal pay for work of equal value, it is not United States policy to promote that principle.

Ma. LARSEN (Denmark) t Denmark joined the consensus on draft resolution II in document A/42/787, and we look forward to working with other Members of the United Nations in the implementation of the Nairobi Forward-looking Strategies for the Advancement of Women. We are disappointed, however, that the resolution contains no reference to future world conferences, which were unanimously endorsed at the special session of the Commission on the Status of Women held in January this year - that is, one in the decade of the 1990s and one in the year 2 000. As is well known, Denmark favours holding further world conferences. In our view, they contribute significantly to keeping the question of the advancement of women high on the international agenda.
