The PRESIDENT: The seventh report of the General Committee
(A/44/25C/Add. 6) concerns a request by Angola for the inclusion on the agenda for
the current session of an additional item, entitled "International assistance for
the economic rehabilitation of Angola".
The General Committee decided to recommend to the General Assembly that the item should be included in the agenda.
May I take it that the General Assembly decides to include in its agenda the additional item entitled "International assistance for the economic rehabilitation of Angola"?
It was so decided.
The PRESIDENT: The General Committee also decided to recommend to the Assembly that this item should be considered directly in plenary meeting.
May I take it that the General Assembly adopts this recommendation?

The PRESIDENT: In its seventh report, on the basis of the recommendation contained in the letter dated 6 December 1989 from the Chairman of the Committee on Conferences addressed to me (A/44/341/Add.3), the General Committee also decided to recommend that the Assembly should authorize the Executive Board of the United Nations Children's Fund to meet on 18 December 1989, with the possibility of additional meetings on 19 December.
May I take it that the General Assembly approves this recommendation?

The PRESIDENT: I request the Reporter of the Special Political Committee, Miss Nonet Dapul of the Philippines, to present the reports of that Committee in one statement.
Miss DAPUL (Philippines), Reporter of the Special Political Committee: I have the honor to present to the General Assembly for its consideration this morning nine reports of the Special Political Committee.
The Committee's work was organized and carried out with due regard to the objective of successfully completing its substantive deliberations in the most efficient manner, through the maximum use of the time and resources allocated to the Committee.

The first report (A/44/718) relates to item 74 of the agenda, entitled "Effects of atomic radiation". The Special Political Committee devoted one meeting to the consideration of this item. It heard 14 statements in the general debate and adapted without a vote a draft resolution on the effects of atomic radiation. The draft resolution, which appears in paragraph 7 of the report, is recommended to the General Assembly for adoption.
The second report (A/44/814) relates to agenda item 75, "International co-operation in the peaceful uses of outer space". The Special Political Committee considered this item at three meetings. After hearing 36 speakers in the general debate, the Committee adopted without a vote a draft resolution on international co-operation in the peaceful uses of outer space. The draft resolution, which appears in paragraph 13 of the report, is recommended for approval by the General Assembly.

(Miss Dapul Rapporteur, Special Political Committee)
The third report (A/44/815) deals with agenda item 76, entitled "United Nations Relief and Works Agency for] Palestine Refugees in the Near East". The Committee considered this item at five meetings and heard 34 statements on the subject. It adopted 11 draft resolutions relating to this item. Two of them were adopted without a vote, and the remaining nine were adopted by recorded votes. These eleven draft resolutions appear in paragraph 39 of the report and are recommended to the General Assembly for adoption.
The fourth report (A/44/816) relates to agenda item 77, "Report of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Population of the Occupied Territories". Four meetings of the Special Political Committee were devoted to this item and 41 delegations took part in the debate on it. Seven draft resolutions, all of which were adopted by recorded votes, appear in paragraph 24 of the report. The Special Political Committee recommends that the General Assembly approve these seven draft resolutions.
Agenda item 78, entitled "Comprehensive review of the whole question of peace-keeping operations in all their aspects", makes up the fifth report of the Special Political Committee (A/44/734). The Committee considered this item at four meetings and heard 52 statements in the general debate. A draft resolution on the comprehensive review of the whole question of peace-keeping operations in all their aspects was adopted without a vote by the Committee. It appears in paragraph 14 of the report and is recommended to the General Assembly for approval.
The sixth report (A/44/817) deals with agenda item 79 "Questions relating to information". The Committee met six times to consider this item and 51 speakers participated in the discussion on it. The draft resolution on questions relating to information, which was adopted by a recorded vote, appears in paragraph 15 of

the report and is recommended to the General Assembly for adoption. In. paragraph
16 of the report the Committee makes a recommendation to the General Assembly
concerning the candidacy of Nepal for membership of the Committee on Information.
The seventh report of the Special Political Committee (A/44/685) relates to agenda item 80, entitled "Question of the Malagasy Islands of Gloriousness, Juan de Nova, Europe and Bassas da India". For the reasons set out in paragraph 3 of the report, the Special Political Committee recommends that the General Assembly include the item in the provisional agenda of its forty-fifth session.
I now turn to the eighth report (A/44/686), dealing with agenda item 81, "Question of the composition of the relevant organs of the United Nations". For the reasons stated in paragraph 3 of the report, the Special Political Committee recommends that this item be included in the provisional agenda of the forty-fifth session of the General Assembly.
Lastly, I present the Committee's report (A/44/707) on agenda item 150 - the new item in the agenda of the Special Political Committee - entitled "Protection and security of small States". The Committee devoted two meetings to this new item and, after hearing 21 speakers in the general debate, adopted a draft resolution without a vote. That draft resolution, entitled "Protection and security of small States", which appears in paragraph 8 of the report, is recommended to the General Assembly for adoption.
I am pleased to report that the Special Political Committee's deliberations, including those of its two Working Groups, were guided by the same spirit of co-operation and goodwill that has prevailed in the General Assembly throughout this session. This is particularly evidenced by the successful negotiation of two

additional draft resolutions which enjoyed broad agreement and were adopted without
a vote - namely, the draft resolution on the protection and security of small
States, and the one on the comprehensive review of peace-keeping operations in all
their aspects, respectively.
The PRESIDENT: if there is no proposal under rule 66 of the rules of
procedure, I shall take it that the General Assembly decides not to discuss the
reports of the Special Political Committee now before the Assembly.
It was so decided.
The PRESIDENT* Statements will therefore be limited to explanations of vote.
The positions of delegations regarding the various recommendations of the Special Political Committee have been meds clear in the Committee and are reflected in the relevant official records.
May I remind members that by paragraph 7 of decision 34/401 the General Assembly agreed that
"When the same draft resolution is considered in a Main Committee and in
Plenary meeting, a delegation should, as far as possible, explain its vote
only once, i.e. either in the Committee or in plenary meeting, unless that
delegation's vote in plenary meeting is different from its vote in the
Committee."
X al3o remind delegations that, in accordance with General Assembly decision 34/401, explanations of vote are limited to 10 minutes and should be made by delegations from their seats.

In order to adopt the recommendation, the Assembly will have to decide to increase the membership of the Committee on Information by one additional seat.

We shall now turn to the report of the Special Political Committee (A/44/707) on agenda item 150, entitled "Protection and security of small States".
I shall call first on representatives who wish to explain their votes before the voting.
Mr. SOUTELIO ALVES (Brazil)/ As indicated in its statement in the Special Political Committee on 24 October, the Brazilian delegation attaches due importance to the question of the protection and security of small States and shares the view of the proponents of the draft resolution now under consideration that such States may be particularly vulnerable to external aggression and threats of aggression.
The Brazilian delegation sees, in principle, a role to be played by the United Nations, through the Security Council, in meeting the security needs of small States. It would therefore be prepared to join in the necessary work to be done to define the conditions under which such protection might be requested and granted.

(Mr. Soutello Alves, Brazil) As indicated in its earlier statement in the Special Political Committee, the Brazilian delegation has a number of reservations about the draft resolution now under consideration. In a spirit of co-operation, however, the Brazilian delegation is prepared not to object to a decision on the matter being taken without a vote.
Mr. EHLERS (Uruguay) (interpretation from Spanish): The delegation of Uruguay will join in the consensus on the draft resolution on the protection and security of small States, because, while we believe that security is a concern common to all States and that the right to sovereignty and territorial integrity applies equally to each of them, we understand that certain States, owing to their specific characteristics and circumstances, could face a greater risk of violation of those rights. Therefore, the international community should have recourse to appropriate procedures to ensure respect for those rights.
However, our delegation would have preferred more precise language, to avoid certain ambiguities in the text as drafted, which could impair its effectiveness. Furthermore, Uruguay understands that no provision of the draft resolution can be interpreted as changing the competence or jurisdiction of the regional and international organizations referred to in paragraph 3 of the draft resolution or the rights and duties of States resulting from their membership of those organizations.

Under item 105, entitled "Importance of the universal realization of the right of peoples to self-determination and of the speedy granting of independence to colonial countries and peoples for the effective guarantee and observance of human rights", the Third Committee recommends the adoption of three draft resolutions in paragraph 17 of its report (A/44/717). I should like to draw the attention of the Assembly to the fact that there is a technical error in this document. After the vote on draft resolution A/C. 3/44/L.10, entitled "Use of mercenaries as a means to violate human rights and to impede the exercise of the right of peoples to self-determination", some delegations gave explanations of their votes. This is not reflected in the report, which will be corrected accordingly. The following delegations made such explanations of vote* Brazil, Australia, Malta, Norway - on behalf of Denmark, Finland, Iceland and Sweden - Japan, Austria, Turkey, Oman, El Salvador and Costa Rica.
Finally, under agenda item 113, entitled "Families in the development process", the Third Committee recommends the adoption of a draft resolution in paragraph 8 of its report (A/44/757).
The PRESIDENT: If there is no proposal under rule 66 of the rules of procedure, I shall take it that the General Assembly decides not to discuss the reports of the Third Committee before the Assembly today.

Mr. PASTOR (Honduras) (interpretation from Spanish): In the Third Committee two Central American delegations expressed reservations with regard to the inclusion of Central America in draft resolution III, on the use of mercenaries as a means to violate human rights and to impede the exercise of the right of peoples to self-determination. First, Central America is no longer a group of colonies* they became independent in 1821. Secondly, it is not clear how the concept of mercenaries applies in trying to determine the true situation in the pegioni rather, we believe, it distorts reality.
There is no mention in the texts of any of the agreements reached by the Central American Presidents of the use of mercenaries becoming a problem in terms of the self-determination of the peoples in the region. The parties have tacitly recognized the belligerence of armed groups of irregulars with which they have internal conflicts, and have also sat with them at the negotiating table. We believe that the inclusion of Central America in the yearly draft resolution on this item, which began two or three years ago, should now cease. While this example of manipulation persists in the text of the draft resolution, my delegation will not be able to vote for it. However, this should not be construed as any weakening of my Government's condemnation of the use of mercenaries, especially in certain parts of Africa where peoples are fighting for their well-deserved independence.
