I. Introduction
1. At its 2nd plenary meeting, on 17 September 2004, the General Assembly, on
the recommendation of the General Committee, decided to include in the agenda of
its fifty-ninth session the item entitled:
Human rights questions:
(a) Implementation of human rights instruments;
(b) Human rights questions, including alternative approaches for improving
the effective enjoyment of human rights and fundamental freedoms;
(c) Human rights situations and reports of special rapporteurs and
representatives;
(d) Comprehensive implementation of and follow-up to the Vienna
Declaration and Programme of Action;
(e) Report of the United Nations High Commissioner for Human Rights
and to allocate it to the Third Committee.
2. An account of the Third Committees consideration of the item is given in the
addenda to the present report.
3. For its consideration of the item, the Committee had before it the following

4. At the 30th meeting, on 29 October 2004, the Special Rapporteur on violence
against women, its causes and consequences addressed the Committee. At the 30th
and 31st meetings, on 29 October, the Committee engaged in a question-and-answer
session with the Special Rapporteur, in which the following delegations took part:
Netherlands, Republic of Korea, Guatemala, New Zealand, Canada, Iran (Islamic
Republic of), Democratic Republic of the Congo, Estonia, Indonesia and Syrian
Arab Republic (see A/C.3/59/SR.30 and 31).
5. Also at the 31st meeting, the Special Rapporteur on trafficking in persons,
especially in women and children, addressed the Committee and engaged in a
question-and-answer session with the following delegations: United States of
America, Thailand, Japan, Netherlands (on behalf of the States Members of the
United Nations that are members of the European Union), Philippines, Burkina Faso
and India (see A/C.3/59/SR.31).
II. Consideration of a draft decision proposed by the Chairman
6. At its 47th, 53rd and 54th meetings, on 18 and 24 November, on the proposal
of the Chairman, the Committee decided to recommend to the General Assembly
that it take note of a number of documents considered in connection with the
question of human rights (see para. 7).

III. Recommendation of the Third Committee
7. The Third Committee recommends to the General Assembly the adoption of
the following draft decision:

human rights questions
The General Assembly takes note of the following reports submitted under the
item entitled Human rights questions:

(a) Report of the Secretary-General on the status of the International
Convention on the Protection of the Rights of All Migrant Workers and Members of
