Report of the Fifth Committee

1. At its 34th and 36th meetings, on 20 and 23 December 2005, the Fifth
Committee, pursuant to rule 153 of the rules of procedure of the General Assembly,
considered the statement by the Secretary-General (A/C.5/60/21) on the programme
budget implications of draft resolution A/C.3/60/L.28, as revised. At the 34th
meeting, the Chairman of the Advisory Committee on Administrative and Budgetary
Questions introduced the related report of that Committee (A/60/7/Add.27). The
draft decision submitted by the Chairman following informal consultations was
before the Committee (see para. 3).
2. The statements and comments made in the course of the Fifth Committee’s
consideration of this question are reflected in the relevant summary records
(A/C.5/60/SR.34 and 36).

Decision of the Fifth Committee
3. The Fifth Committee, having considered the statement of programme budget
implications submitted by the Secretary-General1 and the related report of the
Advisory Committee on Administrative and Budgetary Questions,2 decides to
inform the General Assembly that the adoption of draft resolution A/C.3/60/L.28, as
revised, would give rise to additional requirements under section 2 of the proposed
programme budget for the biennium 2006-2007 for conference-servicing costs of
$111,400, to be considered for appropriation, at a subsequent stage, in the context of
the review of the consolidated statement of all statements of programme budget
implications and revised estimates provided for in the procedures established by the
General Assembly in its resolutions 41/213 of 19 December 1986 and 42/211 of
21 December 1987 regarding the use and operation of the contingency fund. The
estimate of $7,000 for support services proposed under section 28D for the
biennium 2006-2007 should be absorbed within the provisions to be made under that
section, consistent with the terms of the draft resolution.
