A. Requests contained in the draft resolution
1. By operative paragraph 6 of draft resolution A/C.3/41/L.25, the General Assembly would welcome the offer of the Government of Sweden to be the host in 1987 of a meeting of experts, consisting largely of disabled persons, in conformity with the relevant provisions of Assembly resolution 39/26 of 23 November 1984.
B. Relationship of proposed request to approved programme of work
2. The programme budget for 1986-1987, under section 6, programme element 8.1 (Implementation of the World Programme of Action concerning Disabled Persons), provides for the assessment of the five years of implementation of the World Programme of Action concerning Disabled Persons.
C. Activities by which the proposed request would be implemented
3. It was envisaged in the programme budget for the current biennium that the report prepared by the Secretary-General on the assessment of the five years of implementation of the World Programme of Action concerning Disabled Persons would be reviewed in the context of an ad hoc expert group meeting.

Pursuant to the adopt on of General Assembly resolution 37/53, a statement of programme budget implications (A/C.3/37/L.29/Rev.l) was submitted in which it was assumed that such a meeting would comprise approximately 25 participants drawn from all the regions of the world and that the meeting would be convened at Vienna for eight working days. The costs were estimated as follows:

5. Subsequently, in document A/C.3/39/L.22 and Add.1, it was stated that the requirements for the convening of the meeting, other than those for conference servicing, would be included in the Secretary-General's programme budget proposals for 1986-1987. An amount of $82,800 was included in the programme budget under section 6, Department of International Economic and Social Affairs, to cover the costs of travel and subsistence of expert participants and staff.
6. It was also stated that conference-service requirements for this meeting would be reviewed in the context of the consolidated statement of conference-servicing requirements to be submitted towards the end of the session of the General Assembly immediately preceding the meeting.
7. The Government of Sweden has offered to be host in 1987 of this meeting of experts and, in this connection, it is understood that the holding of the meeting will be in conformity with paragraph 5 of General Assembly resolution 40/243, which states "United Nations bodies may hold sessions away from their established headquarters when a Government issuing an invitation for a session to be held within its territory has agreed to defray, after consultation with the Secretary-General as to their nature and possible extent, the actual additional costs directly or indirectly involved."

D. Modifications required In the approved programme of work for 1986-1987
8. No modification would be required in the approved programme of work.
E. Additional requirements at full coat
9. As explained in previous paragraphs, no additional requirements are needed to implement the activity requested in draft resolution A/C.3/41/L.25, since the amount of $82,800 has already been included in the 1986-1987 programme budget.
10. However, conference-servicing requirements, which have been reposted at 1987 rates, would be required as described below:

F. Potential for absorption
11. With the exception of the conference-servicing requirements, the requirements for convening the ad hoc expert group meeting are foreseen in the current budget.
G. Net resource requirements
12. With respect to the conference-servicing requirements of $273,200 for the meeting of experts, the actual appropriation that might be required under section 29 B (Conference Services, Vienna) in 1987 would be included in the consolidated statement of conference-servicing requirements to be submitted to the General Assembly towards the end of its current session.
