Report of the Social Committee
1. The Social Committee considered the question of social development
(agenda item 20) at its 4th to 10th meetings, from 9 to 14 July 1993. It had
before it the following documents:
(a) Report of the Secretary-General on the implementation of the
Guiding Principles for Developmental Social Welfare Policies and Programmes in
the Near Future (A/48/56-E/1993/6);
(b) Report of the Secretary-General on progress achieved and obstacles
encountered in implementing the social development goals and objectives of the
International Development Strategy for the Fourth United Nations Development
Decade (E/1993/5);
(c) Report of the Secretary-General on progress made in the
implementation of Economic and Social Council resolution 1992/22 (E/1993/10);
(d) Report of the Commission for Social Development on its thirty-third
session (E/1993/24); 1/
(e) Report of the Commission on Crime Prevention and Criminal Justice

2. At the 4th to 10th meetings, the Committee held a general discussion on
the item. At the 4th meeting, on 9 July, the Committee heard introductory
statements by the Director and Coordinator for the International Year of the
Family and the Director of the Department for Economic and Social Information
and Policy Analysis.
3. At the same meeting, statements were made by the representatives of
Belgium (on behalf of the States Members of the United Nations that are
members of the European Economic Community) and the Russian Federation.
4. At the 5th meeting, on 12 July, the Chief of the Crime Prevention and
Criminal Justice Branch made an introductory statement.
5. At the same meeting, the representative of Turkey made a statement.
6. Also at the same meeting, the observers for the Inter-Press Service
International Cooperative and the Inter-Parliamentary Union, non-governmental
organizations in consultative status with the Economic and Social Council,
category I, also made statements.
7. At the 6th meeting, on 12 July, the representative of Austria made a
statement.
8. At the same meeting, the observer for the International Federation of
Associations of the Elderly, a non-governmental organization in consultative
status with the Economic and Social Council, category I, also made a
statement.
9. At the 7th meeting, on 13 July, statements were made by the
representatives of Austria, China, Belarus, the United States of America and
Romania.
10. At the 8th meeting, on 13 July, statements were made by the
representatives of the Russian Federation and Poland and the observer for
Venezuela.
11. At the same meeting, the observers for the World Federation of Trade
Unions and the International Council on Social Welfare, non-governmental
organizations in consultative status with the Economic and Social Council,
category I, also made statements.

12. At the 9th meeting, on 14 July, statements were made by the
representatives of Belgium (on behalf of the States Members of the
United Nations that are members of the European Economic Community),
Japan, Canada (on behalf also of Australia and New Zealand), Kuwait and
the Republic of Korea.
13. At the 10th meeting, on 14 July, statements were made by the
representatives of Ukraine and Bangladesh and the observer for Slovakia.
14. At the same meeting, the observer for the International Movement ATD
Fourth World, a non-governmental organization in consultative status with the
Economic and Social Council, category I, also made a statement.
Recommendations contained in the report of the Commission for Social
Development on its thirty-third session
15. Chapter I of the report of the Commission for Social Development on its
thirty-third session (E/1993/24) contained eight draft resolutions and three
draft decisions recommended for adoption by the Council. It also contained
one decision of the Commission that called for action by the Council. One
resolution and one decision of the Commission were brought to the attention of
the Council.
16. At the 10th meeting, on 14 July, the Secretary informed the Committee
that the draft proposals contained in the report had no programme budget
implications.
International Day of Disabled Persons
17. At the 10th meeting, on 14 July, the Committee adopted draft
resolution I, entitled "International Day of Disabled Persons" (see para. 53
below, draft resolution I).
Standard rules on the equalization of opportunities for persons with
disabilities
18. At the 10th meeting, on 14 July, following a statement by the Secretary,
the Committee adopted draft resolution II, entitled "Standard rules on the
equalization of opportunities for persons with disabilities" (see para. 53
below, draft resolution II).
19. After the adoption of the draft resolution, statements were made by
the representatives of Spain and the United Kingdom of Great Britain and
Northern Ireland.

Development of a plan of action to implement the long-term strategy to further
the implementation of the World Programme of Action concerning Disabled
Persons
20. At the 10th meeting, on 14 July, the Chairman orally proposed an
amendment to draft resolution III, entitled "Development of a plan of action
to implement the Long-Term Strategy to Further the Implementation of the World
Programme of Action concerning Disabled Persons". The amendment called for
the replacement of operative paragraph 3, which read:
"3. Recommends that the draft plan of action should include
priorities and a time-frame for implementation and should be submitted
for consideration and approval by the General Assembly at its
forty-eighth session",
by the following text:
"3. Recommends that the draft plan of action include priorities and
a time-frame for implementation and be submitted to the General Assembly
for consideration at its forty-eighth session and for approval at its
forty-ninth session."
21. At the same meeting, the Committee adopted the oral amendment.
22. The Committee then adopted the draft resolution, as orally amended
(see para. 53 below, draft resolution III).
Positive and full inclusion of persons with disabilities in all aspects of
society and the leadership role of the United Nations therein
23. At the 10th meeting, on 14 July, following statements by the
representatives of the Syrian Arab Republic and the United States of America,
the Committee adopted draft resolution IV, entitled "Positive and full
inclusion of persons with disabilities in all aspects of society and the
leadership role of the United Nations therein" (see para. 53 below, draft
resolution IV).
Implementation of the International Plan of Action on Ageing
24. At the 10th meeting, on 14 July, the Committee adopted draft
resolution V, entitled "Implementation of the International Plan of Action
on Ageing" (see para. 53 below, draft resolution V).
International Year of the Family
25. At the 10th meeting, on 14 July, the Committee adopted draft
resolution VI, entitled "International Year of the Family" (see para. 53
below, draft resolution VI).

Tenth anniversary of International Youth Year and draft world programme of
action for youth towards the year 2000 and beyond
26. At the 10th meeting, on 14 July, the Committee adopted draft
resolution VII, entitled "Tenth anniversary of International Youth Year and
draft world programme of action for youth towards the year 2000 and beyond"
(see para. 53 below, draft resolution VII).
United Nations Research Institute for Social Development
27. At the 10th meeting, on 14 July, the Committee adopted draft
resolution VIII, entitled "United Nations Research Institute for Social
Development" (see para. 53 below, draft resolution VIII).
Report of the Commission for Social Development on its thirty-third session
and provisional agenda and documentation for the thirty-fourth session of the
Commission
28. At the 10th meeting, on 14 July, the Committee adopted draft decision I,
entitled "Report of the Commission for Social Development on its thirty-third
session and provisional agenda and documentation for the thirty-fourth session
of the Commission" (see para. 54 below, draft decision I).
International Year of Older Persons
29. At the 10th meeting, on 14 July, the Committee adopted draft decision II,
entitled "International Year of Older Persons" (see para. 54 below, draft
decision II).
Contribution of comprehensive national social policies to societal management
and to the solving of economic, environmental, demographic, cultural and
political problems
30. At the 10th meeting, on 14 July, the representative of the United Kingdom
of Great Britain and Northern Ireland orally proposed the following draft
decision:
"The Economic and Social Council takes note of draft decision III,
entitled ’Contribution of comprehensive national social policies to
societal management and to the solving of economic, environmental,
demographic, cultural and political problems’, contained in the report of
the Commission for Social Development on its thirty-third session
(E/1993/24) and requests the Commission to reconsider it at its thirtyfourth
session."
31. At the same meeting, statements were made by the representatives of the
United States of America, Spain, India, the Syrian Arab Republic and Norway
and the observer for Sweden.
32. At the same meeting, following statements by the Chairman and the
Secretary, the Committee adopted the draft decision (see para. 54 below, draft
decision III).

33. The representative of the United Kingdom then made a statement.
Nomination of members of the Board of the United Nations Research
Institute for Social Development
34. At the 10th meeting, on 14 July, the representative of the Syrian Arab
Republic made a statement.
35. At the same meeting, the Committee decided to recommend, for confirmation
by the Economic and Social Council, the candidates listed in Commission for
Social Development decision 33/101 for membership in the Board of the
United Nations Research Institute for Social Development (see para. 54 below,
draft decision IV).
Recommendations contained in the report of the Commission
on Crime Prevention and Criminal Justice
36. Chapter I of the report of the Commission on Crime Prevention and
Criminal Justice on its second session (E/1993/32) contained nine draft
resolutions and three draft decisions recommended for adoption by the Council.
37. At the 10th meeting, on 14 July, the Secretary informed the Committee
that the draft proposals contained in the report had no programme budget
implications for 1993.
Violence against women in all its forms
38. At the 10th meeting, on 14 July, following a statement by the
representative of the United Kingdom of Great Britain and Northern Ireland,
the Committee adopted draft resolution I, entitled "Violence against women in
all its forms" (see para. 53 below, draft resolution IX).
Proposed guidelines for the prevention of urban crime
39. At the 10th meeting, on 14 July, the Committee adopted draft
resolution II, entitled "Proposed guidelines for the prevention of urban
crime" (see para. 53 below, draft resolution X).
The role of criminal law in the protection of the environment
40. At the 10th meeting, on 14 July, the Committee adopted
draft resolution III, entitled "The role of criminal law in the protection of
the environment" (see para. 53 below, draft resolution XI).
World ministerial conference on organized transnational crime
41. At the 10th meeting, on 14 July, the Committee adopted draft
resolution IV, entitled "World ministerial conference on organized
transnational crime" (see para. 53 below, draft resolution XII).

Control of the proceeds of crime
42. At the 10th meeting, on 14 July, the Committee adopted draft
resolution V, entitled "Control of the proceeds of crime" (see para. 53 below,
draft resolution XIII).
Strengthening the United Nations crime prevention and criminal justice
programme
43. At the 10th meeting, on 14 July, the Committee adopted draft
resolution VI, entitled "Strengthening the United Nations crime prevention and
criminal justice programme" (see para. 53 below, draft resolution XIV).
Preparations for the Ninth United Nations Congress on the Prevention of Crime
and the Treatment of Offenders
44. At the 10th meeting, on 14 July, the representative of France orally
proposed an amendment to draft resolution VIII, entitled "Preparations for the
Ninth United Nations Congress on the Prevention of Crime and the Treatment of
Offenders". The amendment called for the addition of the words "as well as
the initiatives by States to participate actively in the organization of and
follow up to such workshops" at the end of operative paragraph 7.
45. At the same meeting, statements were made by the representatives of the
Syrian Arab Republic, Kuwait and Romania.
46. Also at the same meeting, the Committee adopted the oral amendment.
47. A statement was then made by the representative of the United Kingdom of
Great Britain and Northern Ireland.
48. Also at the 10th meeting, the Committee adopted the draft resolution, as
orally amended (see para. 53 below, draft resolution XV).
United Nations African Institute for the Prevention of Crime and the Treatment
of Offenders
49. At the 10th meeting, on 14 July, the Committee adopted draft
resolution IX, entitled "United Nations African Institute for the Prevention
of Crime and the Treatment of Offenders" (see para. 53 below, draft
resolution XVI).
Reappointment of two members of the Board of Trustees of the United Nations
Interregional Crime and Justice Research Institute
50. At the 10th meeting, on 14 July, the Committee adopted draft decision I,
entitled "Reappointment of two members of the Board of Trustees of the
United Nations Interregional Crime and Justice Research Institute" (see
para. 54 below, draft decision V).

Organization of future sessions of the Commission on Crime Prevention and
Criminal Justice
51. At the 10th meeting, on 14 July, the Committee adopted draft decision II,
entitled "Organization of future sessions of the Commission on Crime
Prevention and Criminal Justice" (see para. 54 below, draft decision VI).
Report of the Commission on Crime Prevention and Criminal Justice on its
second session and provisional agenda and documentation for the third session
of the Commission
52. At the 10th meeting, on 14 July, the Committee adopted draft
decision III, entitled "Report of the Commission on Crime Prevention and
Criminal Justice on its second session and provisional agenda and
documentation for the third session of the Commission" (see para. 54 below,
draft decision VII).
Recommendations of the Social Committee
53. The Social Committee recommends to the Economic and Social Council the
adoption of the following draft resolutions:

DRAFT RESOLUTION III
Development of a plan of action to implement the long-term strategy
to further the implementation of the World Programme of Action
concerning Disabled Persons
The Economic and Social Council,
Recalling General Assembly resolution 45/91 of 14 December 1990, in which
the Assembly invited Member States, specialized agencies and other
organizations and bodies of the United Nations system, intergovernmental and
non-governmental organizations to implement the agenda for action until the
end of the United Nations Decade of Disabled Persons and beyond and the
preliminary outline of a long-term strategy to the year 2000 and beyond: a
society for all,
Taking note of the deliberations of the General Assembly at its
forty-seventh session and of the Commission for Social Development at its
thirty-third session on the subject of the long-term strategy,
Emphasizing the need to take rapid action in this connection,
Recalling its resolution 1991/9 of 30 May 1991, in which it recommended
that a meeting of experts, to be funded by voluntary contributions, be held in
conjunction with the conference entitled "Independence 1992", to be organized

in Canada, with the primary objective of drawing up a long-term strategy to
implement the World Programme of Action concerning Disabled Persons 4/ to
the year 2000 and beyond,
Taking note with appreciation of the report of the United Nations Expert
Group Meeting on a Long-Term Strategy to Further the Implementation of the
World Programme of Action concerning Disabled Persons to the Year 2000 and
Beyond, 5/ held at Vancouver from 25 to 29 April 1992, and of the important
input of non-governmental organizations of persons with disabilities,
Recognizing that the report represents a significant step forward in the
development of the plan of action to implement the long-term strategy,
1. Requests the Secretary-General to seek the views of Member States on
the framework outlined in the report of the United Nations Expert Group
Meeting on a Long-Term Strategy to Further the Implementation of the World
Programme of Action concerning Disabled Persons to the Year 2000 and Beyond;
2. Also requests the Secretary-General to develop a draft plan of
action based on those views, the World Programme of Action concerning Disabled
Persons, the report of the Expert Group Meeting referred to in paragraph 1
above, the report of the ad hoc open-ended working group to elaborate standard
rules on the equalization of opportunities for disabled persons
(E/CN.5/1993/5) and other recent developments, as appropriate;
3. Recommends that the draft plan of action include priorities and a
time-frame for implementation and be submitted to the General Assembly for
consideration at its forty-eighth session and for approval at its
forty-ninth session;
4. Requests that the draft plan of action be developed in consultation
with the international non-governmental organizations of persons with
disabilities having consultative status with the Economic and Social Council.

DRAFT RESOLUTION XV
Preparations for the Ninth United Nations Congress on the
Prevention of Crime and the Treatment of Offenders
The Economic and Social Council,
Considering that, pursuant to General Assembly resolutions 415 (V) of
1 December 1950 and 46/152 of 18 December 1991, the Ninth United Nations
Congress on the Prevention of Crime and the Treatment of Offenders is to be
convened in 1995,

Bearing in mind General Assembly resolutions 32/59 and 32/60 of
8 December 1977, 35/171 of 15 December 1980 and 45/121 of 14 December 1990, in
which the Assembly noted the importance of the United Nations congresses in
the field of crime prevention and criminal justice,
Acknowledging the new role of the congresses stipulated in paragraph 29
of the Statement of Principles and Programme of Action annexed to
General Assembly resolution 46/152,
Emphasizing the importance of undertaking all the preparatory activities
for the Ninth Congress in a timely and concerted manner,
Recalling its resolution 1992/24 of 30 July 1992, in which it requested
the Secretary-General to prepare a discussion guide for the regional
preparatory meetings for the Ninth Congress, to be considered by the
Commission on Crime Prevention and Criminal Justice at its second session,
including proposals for action-oriented research and demonstration workshops
related to the topics selected for the Ninth Congress,
Recalling also that, in the same resolution, it requested the
Secretary-General to prepare draft rules of procedure for the Ninth Congress,
taking into account, inter alia, the need for all draft resolutions on the
selected topics to be submitted well in advance of the Ninth Congress,
Aware of the role played in crime prevention and criminal justice by the
dissemination to the public of relevant information and of the impact on
society at large of the mass media, at both the national and international
levels,
Considering that, in view of the internationalization of new forms of
criminality, the criminal justice community should work hand-in-hand with the
mass media to attain an optimal level of dissemination of reliable and timely
information on crime prevention,
Aware of the important work to be accomplished by the regional
preparatory meetings for the Ninth Congress,
Having considered the report of the Secretary-General on progress made in
the preparations for the Ninth Congress, 6/
1. Takes note with apprecation of the invitation of the Government of
Uganda to act as host for the African Regional Preparatory Meeting for the
Ninth Congress on the Prevention of Crime and the Treatment of Offenders;
2. Approves the following provisional agenda for the Ninth Congress,
finalized by the Commission on Crime Prevention and Criminal Justice at its
second session:
1. Opening of the Congress.
2. Organizational matters.

3. International coooperation and practical technical assistance
for strengthening the rule of law: promoting the
United Nations crime prevention and criminal justice
programme.
4. Action against national and transnational economic and
organized crime, and the role of criminal law in the
protection of the environment: national experiences and
international cooperation.
5. Criminal justice and police systems: management and
improvement of police and other law enforcement agencies,
prosecution, courts, corrections; and the role of lawyers.
6. Crime prevention strategies, in particular as related to
crimes in urban areas and juvenile and violent criminality,
including the question of victims: assessment and new
perspectives.
7. Adoption of the report of the Congress.
3. Approves also the rules of procedure for United Nations congresses
on the prevention of crime and the treatment of offenders, as recommended by
the Commission on Crime Prevention and Criminal Justice and contained in the
annex to the present resolution;
4. Takes note of the discussion guide for the regional preparatory
meetings for the Ninth Congress, together with its addendum, approved by the
Commission at its second session;
5. Endorses the programme of work for the Ninth Congress, including
the holding of six workshops on the following topics:
(a) Extradition and international cooperation: exchange of national
experiences and implementation of relevant principles in national legislation
(one day);
(b) Mass media and crime prevention (one day);
(c) Urban policy and crime prevention (one day);
(d) Prevention of violent crime (one day);
(e) Environmental protection at the national and international levels:
potentials and limits of criminal justice (two days);
(f) International cooperation and assistance in the management of the
criminal justice system: computerization of criminal justice operations and
the development, analysis and policy use of criminal justice information
(two days);

6. Notes that all organizational work for the above-mentioned
workshops will be coordinated by the Crime Prevention and Criminal Justice
Branch;
7. Accepts with appreciation the initiatives of the interregional,
regional and associate institutes cooperating with the United Nations in the
field of crime prevention and criminal justice to assist the Secretariat in
convening the workshops, as well as the initiatives by States to participate
actively in the organization of and follow up to such workshops; 7/
8. Invites donor countries to cooperate with developing countries to
ensure the full participation of the latter in the workshops;
9. Decides to include within the framework of the plenary of the Ninth
Congress a one-day discussion on experiences in and practical measures aimed
at combating corruption involving public officials;
10. Invites Member States, non-governmental organizations and other
relevant entities to support financially, organizationally and technically the
preparations for the workshops;
11. Takes note of the timetable for the five regional preparatory
meetings for the Ninth Congress contained in the report of the
Secretary-General; 8/
12. Recommends that adequate provision be made for the attendance of
the relevant regional commissions at the third and fourth sessions of the
Commission and at the Ninth Congress;
13. Requests the Secretary-General:
(a) To undertake the necessary logistic steps, in collaboration with
Member States and the network of crime prevention institutes, to mobilize the
participation of relevant parties in the preparations for all six workshops;
(b) To allocate, in the context of the proposed programme budget for
the biennium 1994-1995, the necessary resources for the organization of the
five regional preparatory meetings for the Ninth Congress and of the Ninth
Congress itself;
(c) To make available the necessary resources for the participation of
the least developed countries in the regional preparatory meetings for the
Ninth Congress and the Ninth Congress itself;
(d) To provide the necessary additional resources, including temporary
assistance, to the United Nations Office at Vienna, in order to enable its
Crime Prevention and Criminal Justice Branch to undertake, in an effective and
timely manner, all preparatory and follow-up activities for the Ninth
Congress;
(e) To provide resources, as required, to ensure a wide and effective
programme of public information related to the preparations for the Ninth
Congress and the Ninth Congress itself;

(f) To invite 20 expert consultants to participate in the Ninth
Congress, at the expense of the United Natoins, as was done for the previous
three United Nations congresses on the prevention of crime and the treatment
of offenders, thus ensuring that adequate expertise is p rovided to
the Ninth Congress by each region for each substantive topic;
(g) To appoint, in accordance with the established practice for the
congresses, a Secretary-General of the Ninth Congress;
14. Decides that the Ninth Congress should be held early in 1995 for a
period of 10 working days and 2 days of pre-Congress consultations;
15. Encourages Governments to undertake preparations for the Ninth
Congress by all appropriate means, with a view to formulating national
position papers;
16. Invites the Commission to accord high priority, at its third
session, to the preparations for the Ninth Congress and to ensure that all
necessary organizations and substantive arrangements are made in good time.

The Economic and Social Council takes note of draft decision III entitled
"Contribution of comprehensive national social policies to societal management
and to the solving of economic, environmental, demographic, cultural and
political problems", contained in the report of the Commission for Social
Development on its thirty-third session 9/ and requests the Commission to
reconsider it at its thirty-fourth session.

Confirmation of members of the Board of the United Nations
Research Institute for Social Development
The Economic and Social Council, on the nomination by the Commission for
Social Development, in its decision 33/101 of 17 February 1993, 10/ decides
to confirm the following candidates for membership in the Board of the
United Nations Research Institute for Social Development for an additional
term of two years, beginnning on 1 July 1993:
Lars ANELL (Sweden);
Ingrid EIDE (Norway);
Tatyana KORYAGINA (Russian Federation);
Maureen O’NEIL (Canada);
