1. The Commission considered agenda item 14, concurrently with item 15, at
its 36th meeting, on 11 April 2002, at its 39th meeting, on 15 April 2002, at its 52nd meeting
on 3 April 2002, at its 53rd and 54th meetings on 24 April 2002, and at its 55th meeting,
on 25 April 2002.
2. For the documents issued under agenda item 14, see annex VI to the present report. For a
list of all resolutions and decisions adopted by the Commission and Chairperson’s statements, by
agenda item, see annex V.
3. At the 36th meeting, on 11 April 2002:
(a) The Special Rapporteur on the human rights of migrants, Ms. Gabriela Rodríguez
Pizarro, introduced her report (E/CN.4/2002/94 and Add.1);
(b) The Representative of the Secretary-General on internally displaced persons,
Mr. Francis M. Deng, introduced his report (E/CN.4/2002/95 and Add.1-2);
(c) A member of the Board of Trustees of the United Nations Voluntary Trust Fund
on Contemporary Forms of Slavery, Mr. Theo Van Boven, read out a statement on behalf of the
Chairperson of the Board, Mr. Swami Agnivesh, in connection with the report of the
Secretary-General on the Fund (E/CN.4/2002/93 and Add.1);
4. At the 39th meeting, on 15 April 2002, Mr. Mounir Bouchenaki, Assistant
Director-General for Culture of the United Nations Educational, Scientific and Cultural
Organization, made a statement.
5. At the 52nd meeting, on 23 April 2002, a statement was read out by a member of the
Secretariat on behalf of Mr. Bengt Lindqvist, Special Rapporteur of the Commission for Social
Development on disability.
6. In the general debate on agenda item 14, considered concurrently with item 15,
statements were made by members of the Commission, observers and representatives of
non-governmental organizations. For a detailed list of speakers, see annex III to the present
report.

and Members of Their Families
7. At the 55th meeting, on 25 April 2002, the representative of Mexico introduced
draft resolution E/CN.4/2002/L.73, sponsored by Azerbaijan, Bangladesh, Bolivia, Bosnia and

Herzegovina, Colombia, the Democratic Republic of the Congo, Ecuador, Egypt, El Salvador,

8. The draft resolution was adopted without a vote. For the text see chapter II, section A,

9. After the adoption of the resolution, the representative of Canada made a statement in
explanation of her delegation’s position.
Tolerance and pluralism as indivisible elements in the promotion and protection of
human rights
10. At the same meeting the representative of India introduced draft
resolution E/CN.4/2002/L.75, sponsored by Afghanistan, Albania, Argentina, Australia,
Austria, Bangladesh, Belarus, Bhutan, Brazil, Bulgaria, Canada, Denmark, France, Germany,
Guatemala, India, Indonesia, Italy, Japan, Luxembourg, Mexico, Nepal, Norway, Pakistan,

Algeria, Bosnia and Herzegovina, Chile, Costa Rica, Croatia, Cyprus, Ecuador, Finland,
Georgia, Ireland, Madagascar, Malaysia, Mauritius, the Netherlands, Peru, Portugal, the
Republic of Korea, Senegal, Ukraine and Uruguay subsequently joined the sponsors.

12. Also at the 55th meeting, the representative of Austria introduced draft
resolution E/CN.4/2002/L.76, sponsored by Angola, Australia, Austria, Belgium, Bosnia and
Herzegovina, Bulgaria, Canada, Cyprus, Denmark, Finland, France, Germany, Greece,
Guatemala, Hungary, Iceland, Ireland, Italy, Liechtenstein, Lithuania, Luxembourg, Malta,
the Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland,
Thailand and Yugoslavia. Andorra, Armenia, Argentina, Ecuador, Ethiopia, Georgia, Japan,

13. The representative of Austria orally revised the fourth, sixth and seventh preambular

20. At the same meeting, the representative of Ecuador introduced draft
resolution E/CN.4/2002/L.80, sponsored by Algeria, Argentina, Chile, Cuba, Ecuador,
El Salvador, Ethiopia, Guatemala, Peru, the Syrian Arab Republic and Uruguay. Armenia,
Bangladesh, Haiti, Panama and Senegal subsequently joined the sponsors.

22. Also at the 55th meeting, the representative of Azerbaijan introduced draft

Herzegovina, Burundi, Costa Rica, the Democratic Republic of the Congo, Egypt, Georgia,

28. The representative of Mexico orally revised the fourteenth preambular paragraph and
operative paragraphs 3, 4 and 24 of the draft resolution.
29. In accordance with rule 28 of the rules of procedure of the functional commissions of the
Economic and Social Council, the attention of the Commission was drawn to the estimated
administrative and programme budget implications of the draft resolution.

The rights of non-citizens
31. Also at the same meeting, the Commission considered draft decision 6 recommended
by the Sub-Commission for adoption by the Commission (see E/CN.4/2002/2-
