Noting
(1) The high priority assigned by the Population Commission to studies of the interrelationship of eco-nomic, social and population changes, and especially to the development of a field study of this question in India in co-operation with and jointly financed by the Government of India;
(2) The recommendations of the Population Commission that the field investigation should be expanded to provide adequate information on fertility and on the social and economic characteristics of households exposed to differing patterns of economic development;
(3) That such expanded field investigations will be of use to India in its programme of economic development, to other Governments facing similar problems and, above all, to the United Nations as an essential examination of the demographic aspects of the provision of technical assistance to India and similar new fields in Asia and the Far East;
Recommends
(1) That the studies of the interrelationship of demographic, economic and social factors be carried forward
by the Secretary-General as recommended by the Population Commission, and that the essential additional costs
be met by the Secretary-General by
(a) Releasing funds by postponing work on projects given lower priority by the Commission,
(b) Exploring with the Government of India the possibility of developing a technical assistance project financed from the Special Account to meet part of the additional costs of the proposed expansion of the field investigation noted above; and
(2) That the timing of the studies in India and the
selection of the areas to be studied be left to the
Secretary-General in consultation with the Government
of India.

Prenant acte
1) Du caractere de priorite que la Commission de la population a attribue aux Etudes sur l'interdepen-dance des changements economiques, sociaux et demo-graphiques, et notamment au projet d'enquete sur place au sujet de cette question dans l'lnde, enqufite qui serait menee en collaboration avec le Gouvernement de l'lnde et partiellement financee par lui;
2) Du fait que la Commission de la population a recom-mande d'etendre cette enquete de maniere a recueillir des renseignements suffisants sur la fecondite' et les caracte-ristiques sociales et economiques des manages, dans des conditions differentes de developpement economique;
3) Du fait que cette enquete elargie sera utile au Gou-vernement de l'lnde pour etablir son programme de developpement economique, ainsi qu'a d'autres gouver-nements qui ont a resoudre des problemes analogues et surtout a l'Organisation des Nations Unies, en tant qu'etude indispensable des aspects demographiques de l'assistance technique a apporter a l'lnde ainsi qu'a de nouvelles regions analogues de l'Asie et de l'Extreme-Orient;
Recommande:
1.) Que le Secretaire general fasse proceder aux etudes relatives a l'interdependance des facteurs demographiques, economiques et sociaux, recommandees par la Commission de la population, et que le Secretaire general, pour faire face aux frais supplementaires essentiels,
a) Libere des fonds en remettant a plus tard les travaux relatifs aux projets auxquels la commission a attribue un caractere de moindre priorite,
b) Etudie, en collaboration avec le Gouvernement de l'lnde, la possibility de mettre au point un projet d'assis-tance technique finance au moyen du compte special per-mettant de subvenir a une partie des frais supplementaires entraines par l'expansion que l'on projette de donner a l'enquete sur place dont il a ete pris acte ci-dessus; et
2) Que le soin de decider du moment ou seront effec-tuees les etudes dans l'lnde et du choix des regions a etudier soit laisse au Secretaire general, apres consultation du Gouvernement de l'lnde.

MIGRATION
The Economic and Social Council,
Having considered the recommendation of the Social Commission and the Secretary-General's Report on Assistance to Indigent Aliens,63
Recommends to Member Governments that, pending consideration of the possibility of an international convention or model agreement, they consider according to indigent aliens the same measures of social assistance as those accorded to their nationals, and refrain from removing them from their territories for the sole reason of indigency.
C DRAFT DECLARATION ON THE RIGHTS OF THE CHILD 64
The Economic and Social Council,
Desiring that a resolution on the rights of the child be presented as soon as possible for consideration by the General Assembly,
Noting the close relationship between the draft Declaration on the Rights of the Child and the Universal Declaration of Human Rights,
Requests the Commission on Human Rights to consider the draft Declaration on the Rights of the Child, as prepared by the Social Commission, at the same time as the Universal Declaration of Human Rights, taking into account the relevant summary records of the Council,65 and to communicate to the Council at its thirteenth session its observations on the principle and contents of this document.

WELFARE OF THE AGED
The Economic and Social Council,
Recalling its resolution 198 (VIII) of 2 March 1949,
Having noted the summarized documentation66 prepared by the Secretary-General on basic features of legislative and other measures for the benefit of aged persons, the effect of such measures on their standard of living, together with the report of the Social Commission,
Requests the Secretary-General, in consultation with Governments and specialized agencies, to initiate an integrated work programme of research, studies and action for promoting the welfare of aged persons, taking into consideration any views expressed by the Commis-

Defers any decision on the advisability of drafting a declaration of old age rights until completion of the necessary preparatory studies and reports.

SOCIAL REHABILITATION OF THE PHYSICALLY HANDICAPPED
The Economic and Social Council,
Having considered the report of the Social Commission, based on the recommendations 67 of the Geneva meeting of the Secretariats of the United Nations, the specialized agencies and the United Nations International Children's Emergency Fund, with respect to the desirability of the United Nations, the specialized agencies and the United Nations International Children's Emergency Fund developing a broad, co-ordinated programme of rehabilitation of the physically handicapped, including the blind,
Requests the Secretary-General:
(1) To plan jointly with the specialized agencies and in consultation with the interested non-governmental organizations a well co-ordinated international programme for rehabilitation of physically handicapped persons;
(2) To provide, in so far as the budget permits, the various types of service which are made available from time to time under resolution 58 (I) *8 and other available sources such as the expanded programme of technical assistance;
(3) To expand the present facilities for dissemination of information on rehabilitation and the preparation of training materials;

(4) To assist, as appropriate, in providing for the exchange of knowledge and materials for the manu-facture of all types of prosthetic devices as well as information on hearing aids;
(5) To include an amount in the budget estimates of the United Nations for 1951 for employing staff to initiate this programme; and
(6) To report to the seventh session of the Social Commission the progress made in developing the pro-gramme in order that the Commission may advise the Council at its thirteenth session regarding further steps to be taken in implementing an effective international programme in this field;
Recommends to the specialized agencies concerned that every effort be made to provide Governments, in need

Ayant examine le rapport de la Commission des ques tions sociales, fonde sur les recommandations 67 adoptees a la reunion de Geneve des representants du Secretariat de reorganisation des Nations Unies, des institutions spe-cialisees et du Fonds international de secours a l'enfance, touchant l'interet qu'il y aurait pour 1'Organisation des Nations Unies, les institutions specialisees et le Fonds international de secours a l'enfance a mettre sur pied un vaste programme coordonne pour la readaptation des personnes physiquement diminuees, et notamment des aveugles,
Prie le Secretaire general:
1) De preparer, en commun avec les institutions specia-lisees et en consultation avec les organisations non gou-vernementales interessees, un programme international judicieusement coordonne pour la readaptation des per-sonnes physiquement diminuees;
2) De pourvoir, dans les limites du budget, aux divers services a fournir de temps a. autre dans le cadre de la resolution 58 (I) 68 comme dans celui d'autres dispositions applicables, notamment celles du programme elargi d'assistance technique;
3) D'accroitre les moyens dont on dispose actuellement pour repandre des renseignements relatifs a la readaptation et pour preparer le materiel destine a la formation,
4) De contribuer, le cas echeant, a l'echange des connaissances et des fournitures necessaires a la fabrication de tous les types d'appareils de prothese, ainsi que de renseignements sur les appareils contre la surditc;
5) D'inscrire dans les previsions budgetaires de 1'Organisation des Nations Unies pour 1'exercice 1951 les credits afferents au personnel necessaire pour instaurer ce programme; et
6) De faire rapport a la Commission des questions sociales, lors de sa septieme session, sur les progres realises dans l'execution du programme, afin que la commission puisse donner au Conseil, pour sa treizieme session, des avis au sujet des mesures additionnelles a prendre pour poursuivre la mise en ceuvre d'un programme interna tional efficace dans ce domaine;
Recommande aux institutions specialisees interessees de faire tous leurs efforts pour fournir aux gouvernements

of and requesting expert assistance, with help and advice in the field of the social rehabilitation of the physically handicapped, including the blind; and
Recommends to Member Governments that they should continue their efforts in the field of social rehabilitation of physically handicapped persons, including the blind, and in cases where they have not yet done so:
(1) That they consider establishing or encouraging appropriate governmental or other organs to take the lead in studying and solving the problems confronting physically handicapped persons; and
(2) That they consider appropriate measures including legislation for helping physically handicapped persons to solve the special problems with which they are faced.

REPORT ON THE WORLD SOCIAL SITUATION
The Economic and Social Council,
Taking note of the views of the Social Commission on " the possibility of drafting a general report on the world social situation ",69
Requests the Secretary-General to submit to the eighth session of the Social Commission and to the fifteenth session of the Council a report on the world social situation along the lines of the memorandum of the Secretary-General, 70 based on the information at the disposal of the United Nations and its specialized agencies and in accordance with the recommendations contained in the resolution on this subject adopted by the Social Commission at its sixth session.

GENERAL PROGRAMME OF WORK
The Economic and Social Council
Notes the recommendations of the Social Commission relating to its general programme of work;
Commends the Commission for its orderly and farsighted approach toward a long-term integrated programme of work;
Approves the general lines of the Commission's programme of work including the proposed methods of execution; and
Requests the Secretary-General, within the limits of such appropriations as may be provided by the General Assembly for the purpose, to make the administrative arrangements appropriate to carry out this unified programme, having full regard to the competence of the specialized agencies, thus assuring the best use of the resources in this field.

F RAPPORT SUR LA SITUATION SOCIALE DANS LE MONDE
Le Conseil economique et social,
Prenant acte des vues qu'a exprimees la Commission des questions sociales sur «la possibilite d'elaborer un rapport general sur la situation sociale dans le monde »89,
Prie le Secretaire general de presenter a la Commission des questions sociales, pour sa huitieme session, et au Conseil, pour sa quinzieme session, un rapport, d'apres les grandes lignes indiquees dans le memorandum du Secretaire general70, sur la situation sociale dans le monde; le Secretaire general etablira ce rapport en se fondant sur les renseignements dont disposent l'orga-nisation des Nations Unies et ses institutions specialisees et conformement aux recommandations figurant dans la resolution que la Commission des questions sociales a adoptee a ce sujet lors de sa sixieme session.
G PROGRAMME GENERAL DE TRAVAIL
Le Conseil economique et social
Prend acte des recommandations de la Commission des questions sociales concernant son programme general de travail;
Felicite la Commission d'avoir cherche d'une maniere systematique et preVoyante a etablir un programme de travail a long terme et bien coordonne;
Approuve ce programme de travail dans ses grandes lignes, ainsi que les grandes lignes des methodes proposees pour son execution; et
Prie le Secretaire general de prendre, dans la limite des credits que l'Assembiee generale ouvrirait a cette fin, les mesures administratives necessaires en vue de l'execution de ce programme unifie, les competences des institutions specialisees etant dument respectees afin de garantir la meilleure utilisation des ressources disponibles dans ce domaine.
