"The States Parties hereto,
Resolved to fulfil their obligations under the Charter of the United Nations to promote universal respect for, and observance of, human rights, and
Bearing in mind the Universal Declaration of Human Rights approved "by the General Assembly of the United Nations on 10 December 1948,
Agree at this time upon the following articles with respect to certain of these human rights,"
