The States Parties hereto,
Resolved to fulfil their obligations under the Charter of the United Nations to promote universal respect for, and observance of, human rights, and
Bearing to mind the Universal declaration of Human Rights, which was approved "by the General Assembly of the United Nations on 10 December 1948 as the initial part of an International Bill of Human Rights, to "be implemented progressively "by Covenants or other measures as further parts of the International Bill of Human Rights,
By this Covenant agree at this time upon the following articles with respect to certain of these human rights.
