Approves the decision of the Commission on Human Rights to reduce the membership of the Sub-Commission on the Prevention of Discrimination and the Protection of Minorities from thirteen to twelve .

Notes that the Commission on Human Rights con¬siders that the draft international Covenant on Human Rights relating to some of the fundamental rights of the individual and to certain essential civil freedoms is the first of the series of covenants and measures to be adopted in order to cover the whole of the Universal Declaration of Human Rights;
Notes, further, the decision of the Commission to pro¬ceed at its seventh session with the consideration of additional covenants and measures dealing with eco¬nomic, social, cultural, political and other categories of human rights, and to consider additional proposed articles included in Annex III to its report of the sixth session, together with any other articles which might be further proposed by Governments; and
Approves the decision of the Commission.

The Economic and Social Council,
Considering that the Commission on Human Rights, at its sixth session, resolved to begin at once the pre-paration of the execution of its work programme for the year 1951, with a view to assuring to everyone the enjoyment of economic, social and cultural rights set forth in articles 22 to 27 of the Universal Declaration of Human Rights,
Having noted with interest the report submitted by the Director-General of the United Nations Educational, Scientific and Cultural Organization on regulations concerning economic and social rights in the Inter¬national Covenant on Human Rights,39
Requests the Secretary-General:
(a) To transmit to the International Labour Organisa¬tion the proposals for relevant articles on economic and

Constate que la Commission des droits de l’homme a estime que le projet de parte international iclatif aux droits de l’homme concernant certains droits fondamon taux de la personne et certaines libertes civiques essen-tielles est le premier pacte de la serie des pactes et mesures qui doivent couvrir l'ensemble de la Declaration universelle des droits de l’homme;
Constate en outre que la commission a decide d'entre-prendre a sa septieme session l’examen de nonveaux pactes et. mesures concernant les droits economiques, sociaux, culturels et politiques et d'autres categories des droits de l’homme, et qu'elle a decide d'examiner a cette meme session les articles supplement aires proposes qui figurent a l'annexe III du rapport de la commission sur sa sixieme session, airisi que tons autres articles que les gouvernements pourraient proposer; et
Approuve la decision de la commission.

Le Conseil economique et social,
Considerant que la Commission des droits de l’homme, a sa sixieme session a decide d'entreprendre imme-diatement l'execution du programme de ses travaux arrete pour l'annee 1951, en vue d'assurer a chacun la jouissance des droits econorniques, soeiaux et culturels enonces dans les articles 22 a 27 de la Declaration uni¬verselle des droits de l’homme,
Ayant pris connaissance avec interest du rapport trans mis par le Directeur general de l'Organisation des Nations Unies pour l’education, la science et la culture sur la reglementation des droits econorniques et sociaux dans le pacte international relatif aux droits de l’homme39,
Prie le Secretaire general
a) De transmettre a l'Organisation internationale du Travail les propositions relatives a l'insertion d'articles

social rights contained in Annex III to the report of the sixth session of the Commission on Human Rights, together with the summary records of the debates in the Commission concerning the inclusion of economic and social rights in the draft covenant or covenants on human rights,40 so that the said specialized agency may submit to the Secretary-General, before the seventh session of the Commission on Human Rights, a detailed report on what has already been achieved in these fields, what still remains to be achieved and how it might be accomplished;
(b) To make the necessary arrangements for obtaining any collaboration he may think desirable from the other organs of the United Nations and the other specialized agencies; and
(c) To submit to the Commission on Human Rights, before its seventh session to be held in 1951, a report on the information and observations thus obtained, together with any documentation he may consider rele-vant.

Decides to return the annex to draft resolution V sub¬mitted by the Commission on Human Rights (sixth session) to the latter for further study, together with the records of the discussion in the Council.

The Economic and Social Council,
Considering the need for thorough and precise infor¬mation relating to the prevention of discrimination and the protection of minorities,
Requests the Secretary-General:
(a) To invite Governments, Members and non-members of the United Nations,
(i) To furnish him, as soon as practicable, examples (with appropriate citations, where possible) of legislation, judicial decisions, and other types of action which have been found to be especially useful in that country in preventing discrimi¬nation in one or more of the fields covered by the Universal Declaration of Human Rights;
(ii) To furnish him, as soon as practicable, full information regarding the protection of any minority within their jurisdiction by legislative measures and in the light of the Universal Declaration of Human Rights; and
(iii) To furnish him, in particular, such information as could serve as a basis for defining the term " minorities ";
(b) To distribute the information received from Governments in response to this invitation to the mem¬bers of the Sub-Commission on the Prevention of Disconcernant

Considerant qu'il est indispensable d'avoir des rensei¬gnements precis et complets sur la lutte contre les mesures discriminatoires et sur la protection des minorites,
Charge le Secretaire general:
a) D'inviter les gouvernements, qu'ils soient ou non membres de l'Organisation des Nations Unies,
i) A lui fournir, aussitot que possible, des exemples (accompagnes si possible des citations appro-priees) des lois, decisions judiciaires et autres mesures qui se sont revelees particulierement utiles dans leur pays pour lutter contre les mesures discriminatoires dans un ou plusieurs des do¬maines vises par la Declaration universelle des droits de l’homme;
ii) A lui fournir, aussitot que possible, des renseigne¬ments complets sur la facon dont ils assurent, par voie de dispositions legislatives, la protection de toute minorite relevant de leur autorite' et eu egard aux dispositions de la Declaration univer¬selle des droits de l’homme;
iii) A lui fournir, en particulier, les renseignements pouvant servir a etablir une definition du terme « minorites

crimination and Protection of Minorities prior to its fourth session.

The Economic and Social Council,
Believing that education plays a great part in the prevention of discrimination, and 'that positive and lasting results in preventing discrimination are attainable in educational establishments,
Affirming its conviction that one of the principal goals of education should be to eliminate all forms of discrimination and to eradicate such prejudices as may lead to the commission of acts of discrimination,
Emphasizing that considerable assistance in this matter may be given by non-governmental organizations and private institutions,
Noting with satisfaction the initiative taken in this field by the United Nations Educational, Scientific and Cultural Organization in the improvement of text-books and teaching materials, in the conduct of educational seminars in the training of teaching personnel, and in the preparation of a statement on race from the viewpoint of present scientific knowledge,
Recommends that Member States:
(a) Adopt measures to be applied in educational establishments designed to eliminate discrimination;
(b) Distribute the books and pamphlets referred to in sub-paragraph (b) below as widely as possible among all their peoples; and
(c) Introduce, in so far as possible, the ideas contained in the books or pamphlets referred to in sub-paragraph (b) below into their education programmes; and
Recommends that the United Nations Educational, Scientific and Cultural Organization:
(a) Give emphasis to such practical educational acti¬vities as are likely to eradicate prejudice and discrimina-tion, bearing in mind the opportunities afforded through adult education; and
(b) Undertake, as soon as practicable, preparation and widest possible dissemination of information through suitable books and pamphlets based on scientific know¬ledge as well as general moral principles contained in the Charter of the United Nations and the Universal Declara¬tion of Human Rights and designed to expose fallacies of race theories and to combat prejudices which give rise to discrimination.

Having requested the Secretary-General, in its resolu¬tion 2/9 [Section 4, paragraph (a)] of 21 June 1946 41 to make arrangements for the compilation and publication

Affirmant sa conviction que l'un des objets principaux de l’education devrait fitre d'eliminer toutes les formes de discrimination et d'extirper les prejuges qui sont de nature a provoquer des actes discriminatoires,
Soulignant l'assistance importante que peuvent four-nir en cette matiere les organisations non gouvernemen-tales et les institutions privees,
Prenant acte avec satisfaction de l'initiative prise par l'Organisation des Nations pour l’education, la science et la culture, en matiere d'amelioration des manuels et du materiel d'enseignement, d'organisation de cycles d'etudes destines au personnel enseignant, de la forma¬tion professionnelle du personnel enseignant et de la preparation de la declaration relative a la race considered du point de vue des connaissances scientifiques actuelles,
Recommande que les Etats Membres:
a) Adoptent des mesures a appliquer dans les Etablis¬sements d'enseignement en vue d'eliminer la discrimina¬tion;
b) Repandent aussi largement que possible parmi tous leurs peuples les ouvrages et opuscules mentionnes a l'alinea b) ci-dessous;
c) Introduisent, dans la mesure du possible, les idees contenues dans les livres ou opuscules mentionnes a l'alinea b) ci-dessous dans leurs programmes d'enseigne¬ment public; et
Recommande que l'Organisation des Nations Unies pour l’education, la science et la culture:
a) Souligne l'importance des activites pratiques dans le domaine de l’education, qui sont de nature a extirper les prejuges et a eliminer la discrimination, en tenant compte des progres que l’education des adultes permet-trait d'accomplir dans cette voie; et
b) Entreprenne aussitot que possible la preparation et la plus large diffusion d'ouvrages appropries, s'ins-pirant de donnees scientifiques ainsi que de principes moraux de caractere general contenus dans la Charte des Nations Unies et dans la Declaration universelle des droits de l’homme, et destines a denoncer les erreurs des theories raciales et a combattre les prejuges qui donnent naissance a la discrimination.

Ayant charge le Secretaire general, par sa resolution 2/9 [Section 4, alinea a)] du 21 juin 194641, de prendre toutes dispositions en vue de composer et de publier

of a Yearbook on Law and Usage relating to Human Rights;
Having considered the reports of the fifth and sixth sessions of the Commission on Human Rights relating to the question of the Yearbook;
Having considered the Yearbooks on Human Rights for 1946,1947 and 1948 compiled and published by the Secre¬tary-General ;
Requests the Secretary-General to continue annually the compilation and publication of the Yearbook on Human Rights which, beginning as soon as possible but not later than with the Yearbook for 1951, shall be compiled on the following general lines:
(a) Each volume of the Yearbook shall contain a compilation' concerning the application, and so far as necessary, the evolution in as many countries as possible of one of the rights or of a group of closely related rights set forth in the Universal Declaration of Human Rights. This compilation shall be prepared from information supplied by Governments and may include digests of this information prepared by the Secretary-General and shall be documented by reference to legislative enactments and other authoritative sources;
(b) For this purpose, the Secretary-General shall draw up a plan for the consideration of the Commission on Human Rights indicating, for a number of years ahead, which right or group of rights should be treated in each year;
(c) The Yearbook shall continue to record inter¬national and national developments concerning human rights which have taken place during the year, and for this purpose shall contain:
(i) A report on the work of the United Nations in the field of human rights;
(ii) Relevant texts or summaries of international instruments in this field, including decisions of international courts and arbitral tribunals;
(iii) Texts or summaries of or sufficient references to constitutional and statutory provisions which constitute important developments in the field of human rights during the year;
(iv) Summaries of or sufficient references to decisions of national courts where these decisions consti¬tute important developments in the field of human rights;
(d) The Yearbook shall also include texts or summaries of, or sufficient references to, basic laws on human rights in respect of Non-Self-Governing and Trust Territories, together with other relevant texts in respect of such territories in the same manner as indicated in para¬graph (c) above;
(e) The Yearbook shall include adequate references to the sources of any texts or summaries which appear in it. It shall be produced in a form which is easy to handle and at a moderate price, and the reproduction of consti-

Ayant examine les Annuaires des droits de l’homme de 1946, 1947 et 1948, composes et publies par le Secre¬taire general,
Invite le Secretaire general a continuer chaque annee la composition et la publication de l'Annuaire des droits de l’homme, qui, a partir de l'annuaire de 1951, sera compose selon les grandes lignes ci-dessous:
a) Chaque volume de l'annuaire sera un recueil relative a l'application et, dans la mesure ou ce sera necessaire,

b) A cette fin, le Secretaire general tracera, pour le soumettre a l’examen de la Commission des droits de l’homme, un plan qui indiquera, plusieurs annees a l'avance, celui des droits ou des groupes de droits que l'annuaire devra etudier chaque annee;
c) L'annuaire continuera a enregistrer les faits nou-veaux, relatifs aux droits de l’homme, qui se seront produits au cours de l'annee sur le plan international et sur le plan national, et comprendra a cet effet:
i) Un rapport sur l'ceuvre des Nations Unies dans
le domaine des droits de l’homme; ii) Les passages pertinents ou le sommaire des instruments internationaux relatifs a ce do¬maine, notamment les decisions des cours Inter¬nationales et des tribunaux d'arbitrage;
iii) Le texte, ou le resume du texte, ou une men¬tion suffisante, des dispositions constitution-nelles et legislatives qui auront constitue au cours de l'annee des faits nouveaux importants dans le domaine des droits de l’homme;
iv) Le resume, ou une mention suffisamment etendue, des decisions des tribunaux nationaux, lorsqu'elles representeront des faits nouveaux importants dans le domaine des droits de l’homme;
d) L'annuaire comprendra egalement, commc il est indique a l'alinea c) ci-dessus, le texte ou le resume ou
encore une mention suffisante des lois fondamentales relatives aux droits de l’homme dans les territoires non
autonomes et les territoires sous tutelle, ainsi que les autres textes pertinents concern ant ces territoires;

e) L'annuaire donnera des references suffisantes aux sources de tout texte ou de tout resume qui y figurera.

Invites Governments to supply to the Secretary-General, either directly or through correspondents appointed for this purpose at the request of the Com¬mission on Human Rights, relevant information on the points noted above.

The Economic and Social Council,
Having considered in its broad aspects the draft Co¬venant on Human Rights submitted by the Commission on Human Rights in accordance with General Assembly resolution 217 (III),
Having noted the valuable work done by the Com¬mission with a view to submitting a draft Covenant to the General Assembly,
Having noted with satisfaction that the draft Covenant includes articles relating to implementation,
Thanking the Commission for the contribution it has already made towards the accomplishment of a task of great importance,
Having given consideration to the questions of: (a) the general adequacy of the first eighteen articles; (b) the desirability of including special articles on the applica¬tion of the Covenant to federal States and to Non-Self-Governing and Trust Territories; (c) the desirability of including articles on economic, social and cultural rights; and (d) the adequacy of the articles relating to imple¬mentation,
Concluding that further progress on the Covenant cannot be made without basic policy decisions on the above matters being taken by the General Assembly,
Transmits the draft Covenant on Human Rights together with relevant documentation and records of the discussion in the Council,42 to the General Assembly at its fifth session for consideration with a view to reaching policy decisions on the points mentioned in the fifth paragraph above;
Requests the Commission on Human Rights to consider the draft Covenant further, bearing in mind the policy decisions of the General Assembly and the views ex¬pressed in the Council at its eleventh session, and to submit a revised draft Covenant to the Council at its thirteenth session; and
Requests the Secretary-General to transmit this resolu¬tion, together with the records of the debate at the eleventh session of the Council, to Member States with a view to obtaining their observations after the fifth session of the General Assembly for transmission to the Commission on Human Rights.

Ayant examine dans sa conception generale le texte du projet de pacte relatif aux droits de l’homme presente par la Commission des droits de l’homme conformement a la resolution 217 (III) de l'Assemblee generale,
Ayant pris connaissance du travail utile accompli par la commission en vue de proposer a l'Assemblee generale un projet de pacte,
Ayant pris note avec satisfaction du fait que le projet de pacte comporte des articles relatifs a la mise en ceuvre,
Remerciant la commission de la contribution qu'elle a ainsi deja apportee a la realisation d'une ceuvre de grande importance,
Ayant parte son attention: a) sur la question de savoir si les dix-huit premiers articles du projet sont, d'une fac;on generale, appropries; b) sur la question de savoir s'il y a lieu d'inclure, dans le pacte, des articles relatifs a son application aux Etats federaux et aux territoires non autonomes et sous tutelle; c) sur la question de savoir s'il y a lieu d'y inclure des articles relatifs aux droits economiques, sociaux et culturels; et d) sur la question de savoir si les mesures de mise en oeuvre sont appropriees,
Concluant qu'il n'est plus possible de faire progresser l'elaboration du pacte sans que l'Assemblee generale ait determine sa politique de principe a' l'egard des ques¬tions ci-dessus,
Transmet a l'Assemblee generale, pour qu'elle ['exa¬mine a sa cinquieme session, le texle du projet de pacte relatif aux droits de l’homme avec la documentation correspondante et les comptes rendus des debats que le Conseii a consacres a cette question 42, alin qu'elle puisse determiner la politique de principe sur les ques¬tions enumerees au cinquieme paragraphe ci-dessus;
Pric la Commission des droits de l’homme d'examiner de nouveau le projet de pacte, en tenant compte de la politique de principe detune par l'Assemblee generale, ainsi que des vues exprimees au cours de la onzieme session du Conseii, et de presenter au Conseil, pour sa treizieme session, un projet de pacte revise; et
Prie le Secretaire general de transmettre aux Etats Meinbrcs la presente resolution avec les comptes rendus des seances que le Conseil a consacrees a cette question lots de sa onzieme session, afin de recucillir leurs obser¬vations apres la cinquieme session de l'Assemblee gene¬rale, observations qui devront etre transmises a la Com¬mission des droits de l’homme.
