importance for the economic development of Latin America,
Taking into account that the Economic Commission for Latin America is the most recent regional economic commission and should be given the same opportunities for development of its work as other regional commis¬sions,
Recommends that the necessary funds should be made available to implement fully the 1951/52 work pro-gramme of the Commission, included in its annual report.

Resolutions of 29 August 195178 The Economic and Social Council

1. Takes note of the report of the Commission on Human Rights (seventh session); "
2. Expresses its appreciation to the Commission for its efforts to formulate basic economic, social and cultural rights and measures relating to their implementation;
3. Notes that lack of time prevented the Commission from undertaking certain of the tasks assigned it under Council resolution 349 (XII), in pursuance of General Assembly resolutions 421 (V) and 422 (V);
4. Requests the Commission on Human Rights, at its next session, to proceed with these tasks, in particular the revision of the first eighteen articles of the draft Covenant and the preparation of recommendations aimed at securing the maximum extension of the Covenant to the constituent units of federal States and at meeting the constitutional problems of those States;

Considering the progress made in pursuance of General Assembly resolution 421 (V),
Considering that, though more work will be required before a Covenant on Human Rights is ready for adop¬tion, a stage has been reached where it would be desirable for governments not represented on the Commission on Human Rights or on the Council to be given an oppor¬tunity to express their views upon the work done by the Commission, and in particular its proposals relating to implementation; to this end

primordiale pour le developpement economique de l'Amerique latine,
Tenant compte du fait que la Commission economique pour l'Amerique latine est la commission regionale dont la creation est la plus recente et qu'il y aurait lieu de lui donner les memes moyens de poursuivre ses travaux qu'aux autres commissions regionales,
Recommande que les credits necessaires soient mis a la disposition de la Commission afin de lui permettre de proceder a la mise en oeuvre complete de son programme de travail pour l'annee 1951/52, tel qu'il figure dans son rapport annuel.

1. Prend acte du rapport de la Commission des droits de l'homme (septieme session) 77;
2. Remercie la Commission des efforts qu'elle a faits pour formuler les droits economiques, sociaux et culturels fondamentaux et pour definir les mesures destinees a assurer leur mise en oeuvre;
3. Prend note de ce que le temps a manque a la Com¬mission pour entreprendre certaines des taches qui lui ont ete confines aux termes de la resolution 349 (XII) du Conseil, en execution des resolutions 421 (V) et 422 (V) de l'Assemblee generale;
4. Prie la Commission des droits de l'homme de pour¬suivre, lors de sa prochaine session, l'execution de ces taches, notamment la revision des dix-huit premiers articles du projet de pacte relatif aux droits de l'homme et l'elaboration de recommandations ayant pour objet d'assurer l'application la plus complete du pacte aux unites territoriales constitutes des Etats federatifs et de permettre la solution ***** problemes d'ordre consti¬tutional que l'application d i pacte pose pour ces Etats;

Considerant les progres realises dans la mise en oeuvre de la resolution 421 (V) de l'Assemblee generale,
Considerant que, s'il est vrai que Ton doit poursuivre la tache entreprise pour donner au pacte relatif aux droits de l'homme une forme sous laquelle il puisse etre adopte, Ton a pourtant atteint le stade oil il serait souhaitable de donner aux gouvernements qui ne sont pas representee a la Commission des droits de l'homme ou au Conseil l'occasion d'exprimer leurs vues sur l'ceuvre accomplie par la Commission et en particulier sur les propositions qu'elle a formulees en ce qui concerne les mesures de mise en oeuvre d'un pacte relatif aux droits de l'homme; a cette fin,

Transmits to the General Assembly for its consideration the report of the Commission on Human Rights (seventh session), the records of the discussions thereon in the Council at its thirteenth session78 and the observations of specialized agencies 79 and of governments; 80

Having noted General Assembly resolution 421 (V) calling upon the Coun**** request the Commission on Human Rights to include in the draft Covenant on Human Rights a clear expression of economic, social and cultural rights in a manner which relates them to the civic and political freedoms proclaimed by the previous draft of the Covenant,
Noting that the revised draft Covenant, prepared by the Commission on Human Rights at its seventh session in response to this request, contains provisions relating, inter alia, to such rights,
Considering that these provisions provide for two different methods of implementation, without indicating which method or methods are to apply:
(a) To political and civic rights,
(b) To economic, social and cultural rights,
Conscious of the difficulties which may flow from em¬bodying in one covenant two different kinds of rights and obligations,
Aware of the importance of formulating, in the spirit of the Charter, the Universal Declaration of Human Rights and General Assembly resolution 421 (V), eco¬nomic, social and cultural rights in the manner most likely to assure their effective implementation,
Invites the General Assembly to reconsider its decision in resolution 421 E (V) to include in one covenant articles on economic, social and cultural rights, together with articles on civic and political rights.

Takes note of the report of the Commission on the Status of Women (fifth session).82

Transmet a l'Assemblee generate, pour examen, le rapport de la Commission des droits de l'homme (sep-tieme session), les comptes rendus des debats que le Conseil a consacres a ce rapport au cours de sa treizieme session78, ainsi que les observations presentees par les institutions specialises79 et par les gouvernements 80;

Ayant pris acte de la resolution 421 (V) par laquelle l'Assemblee generale a demande au Conseil d'inviter la Commission des droits de l'homme a enoncer clairement dans le projet de pacte des droits economiques, sociaux et culturels, de facon a les relier aux libertes civiques et politiques proclamees par le projet de pacte anterieur,
Prenant note du fait que le projet de pacte revise, elabore par la Commission des droits de l'homme au cours de sa septieme session sur la demande du Conseil, contient entre autres des dispositions relatives aux droits economiques, sociaux et culturels,
Considerant que ces dispositions preVoient deux methodes differentes de mise en oeuvre, sans indiquer laquelle ou lesquelles doivent etre adoptees:
a) Pour les droits politiques et civiques,
b) Pour les droits Economiques, sociaux et culturels,
Conscient des dimcultes qui peuvent surgir si Ton enonce dans un seul pacte deux categories differentes de droits et d'obligations,
Sachant combien il importe que les droits economiques, sociaux et culturels, dans l'esprit raeme de la Charte, de la Declaration universelle des droits de l'homme et de la resolution 421 (V) de l'Assemblee generale, soient for-mules de la facon la plus propre a assurer leur mise en oeuvre effective,
Invite l'Assemblee generale a considerer a nouveau la decision qu'elle a prise dans sa resolution 421 E (V) de grouper dans un seul pacte les articles relatifs aux droits economiques, sociaux et culturels et les articles relatifs aux droits civiques et politiques.
